National Park Service Concessions Management Specialist (Commercial Use Coordinator) in Yosemite National Park, California

Summary This announcement is extended and will now close on Friday, June 14, 2024 This position is located in Yosemite National Park, in the Division of Business and Revenue Managment. Government housing is NOT available. Open to the first 101 applicants or until 06/14/2024 whichever comes first. Responsibilities Understand and applies laws, NPS regulations, policies, concepts, procedures, and contract provisions in order to monitor compliance of commercial operations. Serve as liaison between commercial service providers and multi-disciplinary NPS staff. Oversee the park's Commercial Use Authorization (CUA) program. Analyze quantitative and qualitative financial, maintenance, and/or operational information to review contract, permit, and/or agreement compliance. Assess and monitor the quality of programs and services provided by park partners to assure a high level of service to the visiting public. Physical Demands: Concession facilities include (but are not limited to) front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, marinas, and assigned landscapes. While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may include may require hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc. There may be some requirements to travel on water vessels and small aircraft. A current driver's license may be required. Working Conditions: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the Park and may include confrontations with wildlife and exposure to the elements. Depending on the Park, risks may involve that customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Duties will be developmental in nature when filled below the full performance level. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Qualifications All qualifications must be met by the closing date of this announcement-06/14/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. To qualify for this position at the GS-7 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-5 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) compose routine correspondence such as responses to inquiries and/or complaints; 2) assisting with processing permit applications; 3) assisting in the oversight of commercial services program (concessions, commercial use authorizations, leases) or other park program; 4) assisting with implementing policies and procedures related to a business management program in recreation or similar industry; 5) tracking, organizing, and analyzing numerical information, including maintaining organizational, office, and project records; 6) preparing reports, fact sheets, and correspondence. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full academic year (18 semester hours or 27 quarter hours) of graduate level education, or possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., with a major in business administration, economics, marketing, finance, or other position-related fields, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. You must submit a copy of your transcripts. -OR- Bachelor's degree AND Superior Academic Achievement. (Superior Academic Achievement (SAA) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. This experience includes activities such as: 1) responding verbally or in writing to inquiries or complaints pertaining to park programs or commercial services within a park setting; 2) administration or oversight of permits or a commercial services program (concessions, commercial use authorizations, leases); 3) implementing policies and procedures related to a business management program in recreation or similar industry; 4) tracking, organizing, and analyzing numerical information, including maintaining organizational, office, and project records; 5) preparing reports, fact sheets, and correspondence on multi-stakeholder issues and information. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two full years of progressively higher-level graduate education leading to a masters or equivalent graduate degree, with a major in business administration, economics, marketing, finance, or other position-related fields, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. (Eighteen semester hours or 27 quarter hours or the number of credit hours the school attended has determined to represent 1 year of full-time study is considered to be equal to 1 full year of graduate education.) Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Additional Information A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected.
