Position Purpose:

The EHSS Manager is responsible for the development, implementation and sustainment of EHSS programs to ensure the safety, health, and security of employees, visitors, and contractors, protect the environment and maintain compliance with all EHSS regulations for the business unit. Ensures compliance with Federal, State, Local regulations and Company EHSS policies. Partners with Business Unit (BU) management, Site leaders, HR Business Partner and others to ensure sustainable EHSS performance. Implements EHSS standards, provides technical assistance on issues and partners with the business on compliance, project management, due diligence of acquisitions and EHSS management issues. Develops predictive analysis program to identify critical risk and provides preventative actions to mitigate potential hazards. Deploys safety, security, industrial hygiene, and environmental processes which demonstrate continuous improvement in EHSS stewardship directed toward preventing accidents, eliminating safety and security hazards and minimizing environmental impacts. Leads the identification of training through Training Needs Assessments (TNA) for all employees in the BU. In conjunction with BU Management develops and implements a training plan to ensure 100% compliance with plan directives.

Under limited direction, will evaluate, plan, organize, coordinate and implement EHSS programs for the assigned locations. Advise managers on safe work methods, practices and the elimination of hazardous conditions and environmental hazards. Investigates accidents, near misses, and environmental noncompliance incidents, and manage the necessary reporting both internally and to external regulatory agencies. Interface with the corporate EHSS team to implement corporate initiatives at assigned locations. Serve as the contact and lead for Crisis Management and Emergency Action Plan activities. The role requires field presence (daily) including oversight, operational support and direction for all EHSS programs.

Primary Duties/Responsibilities:

  • Conducts risk assessments, develops, implements, and manages EHSS risk reduction plans.

  • Develops and implements EHSS program elements including coaching and supporting efforts to improve supervisor and employee behaviors.

  • Manages and conducts EHSS audits and worksite inspections.

  • Monitors training compliance and provide reports to operational management.

  • Delivers EHSS training.

  • Develops EHSS training resources and provides field coaching and training.

  • Develops and implements behavioral based safety program including both conventional behavioral observation and unique implementation suited for specific project needs.

  • Manages and assists with event investigations and reports including coordination with workers' compensation coordinators.

  • Assist in review, update, development and implementation of corporate EHSS standards, policies, and procedures.

  • Provide EHSS due diligence for new business and EHSS support for Project Start-Ups.

  • Monitor and maintain EHSS data, review OSHA logs, and provide periodic EHSS reports.

  • Coordinates industrial hygiene support.

  • Assists in the development of BU EHSS budgets and EHSS goal setting.

Work Environment:

  • Office environment with daily exposure to water plant environment (exposure to chemicals and moving equipment), field visits with crews working on highway settings (traffic exposure), exposure to outside weather conditions (winter - summer).

  • The noise level around heavy equipment and plant environments varies (hearing protection may be required).

Qualifications

Education/Experience/Background:

  • Bachelor of Science Degree in Safety, Environmental Engineering, or equivalent.

  • 5-7 years of related experience in EHSS compliance.

  • Work experience in the construction industry.

  • Work experience in water and wastewater industry, laboratory or other utility industry.

Knowledge/Skills/Abilities:

  • Strong organizational, oral, written and interpersonal skills.

  • Strong writing, coaching, and teaching skills.

  • Ability to balance changing and potentially conflicting priorities.

  • Ability to self-organize, prioritize and drive own work schedule.

  • Ability to interact with all levels within the BU.

  • Proficient knowledge of Google programs including Sheets, Docs, Gmail and Slides.

  • Maintain specialized knowledge of safety and environmental regulations and industry consensus safety and environmental guidelines.

  • Willing and able to work in the field with field staff evaluating, coaching and supporting safety, health, security and environmental compliance extensively (70%).

  • Must be available (24/7) to respond to & assist with EHSS incidents or emergencies.

  • Willing to work extended work schedules (as needed).

  • Ability to wear all applicable Personal Protective Equipment.

Required Certification/Licenses/Training:

  • Must possess a valid driver's license.

Desired, but not required, certifications include :

  • Authorization by the OSHA Training Institute as an authorized instructor on OSHA Standards for general industry.

  • CSP (Certified Safety Professional), or ability to acquire CSP designation.

  • CHMM (Certified Hazardous Materials Manager).

  • Certifications issued by AWWA and other recognized industrial safety organizations on topics relevant to conducting specific safety training courses and responding to hazardous materials handling operations and chemical spill/release incidents.
