Defense Finance and Accounting Service LEAD ACCOUNTING TECHNICIAN in Whitehall, Ohio

Summary Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees in the local commuting area and eligible DoD PPP Military Spouse preference applicants. Responsibilities Serve as a Lead Accounting Technician by identifying, distributing and balancing workload and tasks to team members in accordance with established workflow, and assures timely accomplishment of workload. Provide individual and team training in specific tasks and job techniques. Provide on-the-job training in accordance with established procedures and practices. Answer team member’s questions concerning work processes and procedures, policies and directives. Lead and personally perform a combination of the following duties, researches and resolves routine and non-routine pre-validation issues, coordinates with Accounts Payable Maintenance, MOCAS Reconciliation and Accounts Maintenance and Control. Prepare correspondence responding to inquiries of a routine and non-routine nature explaining various aspects of accounting and providing detailed and technical explanations of accounting discrepancies or procedural and reporting requirements. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. For GS-06: Specialized experience at the GS-05 grade level is defined as: validating, monitoring and maintaining accounting transactions and accounting records; entering accounting data into an automated financial system to process a wide variety of account transactions; identifying and researching discrepancies in account transactions and making adjustments; reconciling entitlement systems and/or feeder systems with accounting systems to ensure transactions are recorded accurately; researching discrepancies and making adjustments. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 1 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.
