Summary

The Project Manager plans, directs, monitors, and controls the engineering, procurement, close out, and implementation phases, as well as the scheduling and cost aspects of new and on-going projects within Generation, Transmission, Infrastructure and/or Facilities. The Project Manager provides direction to all personnel assigned to the project(s), including direct reports, contractors and consultant personnel, and on occasion, Investor-Owned Utilities and third parties. The Project Manager has overall responsibility and accountability for scope, cost and schedule compliance to the established objectives and targets for each project in their portfolio and performance management of all direct reports as well as contractor and consultant personnel.#LI-AE1

Responsibilities

  • Manage and direct the activities of the project team to ensure projects comply with approved scope, cost, and schedule objectives including any licensing, environmental, permitting, safety, compliance, etc. requirements.

  • Conduct regular status meetings and site visits as necessary to manage direct reports, to manage the portfolio of projects and to develop and maintain site relationships and support all responsibilities of this position.

  • Ensure that activities performed by, and deliverables provided by in-house and external resources including contractors and consultants meet main objectives of the project, within the established cost and schedule constraints.

  • Direct and oversee all in-house and external resources’ activities relating to planning, design, procurement, and implementation of the portfolio of projects.

  • Lead and coordinate with construction management review of project documents and drawings for constructability and from a future operations and maintenance standpoint.

  • Lead review of deliverables from external resources and ensure that work is carried out in accordance with the Authority’s technical requirements.Manage and direct the project team to ensure projects comply with all Department, Business Unit, and Organizational policies and procedures.

  • Responsible for ensuring all projects comply with the Governance procedures at all stages of the project lifecycle, including but not limited to Risk Management, Cost forecasting, Project Plans, Turnover and Document retention and filing and ensuring all project documents have been reviewed by appropriate NYPA staff.

  • Create and manage the department budget for the portfolio of project and overhead costs, including delegating activities and assignments to appropriate staff, balancing internal labor hours, and establishing costs of required external resources all to assure thorough completion of approved work.

  • Make decisions within authorized procedural limits and recommend and justify those requiring approval of higher authority to ensure timely completion of the project, according to established project management standards and compliance with Authority policies.

  • Plan for necessary Trustee approvals and prepare all required materials.

  • Routinely coach, mentor, and develop staff, including overseeing new employee onboarding and providing career development planning and opportunities.

  • Manage performance and development of direct reports using the performance management system and process to provide and encourage employee contribution, goal setting, performance feedback, and performance development planning. Provide effective performance feedback through employee recognition, rewards, and disciplinary action, with as necessary the assistance and coordination with Human Resources.

  • Maintain transparent communication upwards, downwards and/or outwards through appropriate means - Department meetings, one-on-one meetings, presentations. This includes but is not limited to project information or issues, safety incidents, organizational information, and performance management matters.

  • Develop and present both internal and external presentations that are logical, smooth, and influential; these could include written reports as well as presentations for such audiences as the Executive Management Committee, Trustees, research papers, analytical studies, equipment reviews, etc.

  • Must be prepared to assume or act in the Senior Program Director or Program Director’s role in their absence.

Knowledge, Skills and Abilities

  • Strong project management skills with proficiency in using current project management tools and methods to define, plan, schedule, cost, track and manage all aspects of the work.

  • Significant knowledge across multiple engineering disciplines. In addition to a thorough knowledge of the electrical utility industry from the technical, business and management perspectives, and and understanding of the effects on the Authority and its customers.

  • Proficiency in understanding how NYPA interacts with outside organizations, including other utilities and regulatory agencies, and with its customers.

  • Ability and experience with assembling, managing and leading a diverse team of administration, technical, engineering and construction specialists to accomplish project objectives.

  • Ability to interpret existing conditions and respond quickly is essential.

  • Excellent interpersonal skills.

  • Strong negotiating skills.

  • Excellent written and oral skills for presentations and reports.

  • Ability and experience to oversee complex projects including multi-disciplines, multiple phases, design, equipment, and or/construction contracts, etc. with only major decisions being escalated to a higher level.

Education, Experience and Certifications

  • Bachelor of Science Degree in Engineering required; Electricalrequired; Electrical, Mechanical, or Civil Engineering or related field, preferred.

  • Advanced degree preferred.

  • Minimum of 8 years of managing technical, engineering, construction, or related projects.

  • Experience in or ability to manage a portfolio of programs/projects ranging in value from $100k to $100M.

  • New York State PE License preferred.

  • Project Management Professional certification (PMP) preferred.

  • Design Build Institute of America certification preferred or ability to obtain within 1 year.

Physical Requirements

  • Approximately 25% travel primarily within NY State

  • Willingness to enter confined spaces and climb/scale power system apparatuses is required.

  • Ability to lift 30 to 50 pounds.

  • Ability to travel to vendor facilities (worldwide) to support construction activities and to inspect equipment fabrication and commissioning for length of time needed.

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position in the (WPO) is: $138,580.00 and $173,230.00 for this position in the (Niagara): $118,470.00 and $148,090.00.
