Assistant County Veteran Service Officer or Benefits Counselor III

 

Status: Full time 40 hours weekly (work hours may be adjusted to meet the demand of the office), entry level position 

*Civil Service Status: *Classified Service 

*FLSA Status: *nonexempt 

*Pay: *Compensation for this position will be determined by the Veteran Service Commission (Pay Scale 0-13 years $29.23- $46.23 based on experience in this position/time held in position) 

*Immediate Supervisor: *Determined by the Veteran Service Commission: Head CVSO/Director/Office Manager 

*Supervision exercised: *None - except in the absence of the Head CVSO/Director/Office Manager, acts as lead worker over staff and completes duties for Head CVSO/Director/Office Manager in his/her absence. 

*Requirements: *

?Must have experience in a County Veteran Service Office with no needed supervision. 

Minimum Qualifications: 

Computer knowledge and skills, including proficiency in Microsoft Applications. 

Effective verbal and written communication skills with an emphasis on spelling, grammar and punctuation. 

Strong customer relations skills. 

Excellent multi-tasking and time management skills, detail oriented. 

Skills in mathematics, investigating, processing paperwork, office operations and equipment. 

Possess skills in counseling, crisis management and social work. 

Must pass a background check and drug screen. 

Maintains Personal Identity Verification card (PIV). 

Must be able to travel four (4) to six (6) times per year for training. 

Pass and maintain accreditations with the Ohio Department of Veteran Services/National Association of County Veteran Service Officers and any of the affiliated agencies. 

 

Job Responsibilities:

 Assumes the duties and supervision responsibilities, carries out all tasks, associated with the position of Head CVSO/Director/Office Manager in his/her absence. 

 Advanced Experience in advising and assisting persons in the Armed Forces of the United States, veterans, spouses, surviving spouses, children, parents and dependents of the veteran in presenting claim or obtaining rights or benefits under any law of the United States or of this state. 

Advanced experience in determining appropriate benefits for clients: obtains all documents necessary to substantiate claims. 

 Maintains files of all documentation provided to establish and support claims for benefits; develops professional relationships with clients; works in conjunction with local, county, state and federal agencies to advocate for clients, with little to no supervision. 

 Meets with clients to determine eligibility for Emergency Financial Assistance, performing all necessary investigations to verify all information reported by the applicant is correct and accurate with documentation. Makes recommendations to the approval/denial of assistance based on office policy to the Veteran Service Commission or designee, with little to no supervision. 

Researches benefits, medical conditions, laws applicable to claimants request for assistance/treatment/benefits. 

Review client records to answer questions and provide information on claim status, award, and decision in a professional manner, with little to no supervision.
