Noblis Utility Energy Subject Matter Expert (SME) in Washington, District Of Columbia

Responsibilities

The Utility Energy Subject Matter Expert (SME) will conduct negotiations between the military and energy utility companies across the United States, including drafting contracts for power purchase agreements with vertically integrated or retail choice markets to obtain Carbon Free Electricity (CFE) for military installations. The successful candidate will act on behalf of the government to procure 100% CFE for installations to meet the requirements of Executive Order (EO) 14057, “Catalyzing Clean Energy Industries and Jobs through Federal Sustainability.” You will also interface with DoD and interagency working groups and personnel on behalf of the DoD to assist in meeting the government-wide goals of EO 14057.

Additionally, professionals may facilitate communication and collaboration among project team members, stakeholders, and other stakeholders to ensure alignment and transparency throughout the project lifecycle. Your expertise in areas such as stakeholder management, risk assessment, and conflict resolution enables organizations to deliver projects successfully, meet client expectations, and drive business outcomes.

You solve a variety of structured problems by applying professional standards and Noblis concepts and methodologies. You have deep knowledge of a particular area and a general awareness of other areas. Working independently with general instruction, you apply intermediate skills to deliver high quality work products and services to support projects. You are responsible for planning and managing project deliverables and engaging in open-minded interactions with clients and coworkers to deliver results. You are also responsible for expanding your capabilities in your current work and leveraging opportunities to grow through interactions across the organization.

Required Qualifications

  • Bachelor’s Degree or higher in a related field and 3+ years' experience (or a Master's and 1+ years' experience)

  • Experience in drafting and negotiating contracts between the government and energy utilities, with experience in negotiating power purchase agreements

  • Knowledge of government contracting requirements and procedures

  • Ability to handle multiple contracting opportunities at once with different utilities

Desired Qualifications

  • Understand the requirements of EO 14057 and the timelines involved for the government

  • 8+ years of experience in DoD installation power procurement activities or with large utilities

  • Role will support a hybrid work flexibility; Recommend candidate be in commuting location within the DMV area

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $61,600.00 - USD $96,250.00 /Yr.
