Federal Aviation Administration Supervisory General Engineer in Washington, District Of Columbia

Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Serves as the manager of the ICN Infrastructure Branch, ANG-C53. Responsibilities Employee is considered to be an expert technical advisor and subject matter expert in Aviation programs and the development and integration of new and innovative analysis concepts in support of new or emerging technology for National Airspace System (NAS) modernization. The Supervisory General Engineer will: (1) lead integrated product teams to deliver agency priority goals on Communications, Data, and Trajectory Based Operations and other surface domain activities; (2) recommend and set strategic direction and supervise mission analyses of agency and industry projects and programs; (3) lead teams to deliver complex studies that include operational studies, safety assessments, benefit assessments, pre- and post-implementation analyses and cost/ benefits studies supporting improvements to the corporate integration/planning process; (4) plan and develop budget integration and technology; (5) link organizational performance to agency strategic goals; and (6) prepare documentation and present plans, results and recommendations. You are: (a) supervising and providing strategic direction to program leads and project managers in developmental integration and all contractual efforts related to Communications, Data, and Trajectory Based Operations (b) supervising the development and monitoring of procedures, plans and execution of technical, programming, maintenance and administrative support efforts; (c) the primary interface and point of contact with other government officials and representatives on technical and program/ project issues; (d) responsible for supervising the preparation, monitoring and documentation of plans, results, and recommendations; and (e) responsible for communicating agency strategy on Communications, Data, and Trajectory Based Operations activities within the agency as well as externally to industry stakeholders. The Supervisory General Engineer will also: (1) support/share the integration of other developmental efforts and business management activities with the Division Manager, Branch Managers and project managers; (2) work to further the integration of planning and budgeting of NAS activities with other government agencies; (3) initiate, lead and support project planning and execution activities that lead toward the formulation, engineering, development, demonstration, test and business case analyses of NAS modernization and technology applications; (4) support development and coordination of new concepts of operation, research management plans, system design trade studies, system engineering and human factors analyses; (5) support development and coordination of prototyping, test, demonstration and evaluation strategies and participate in the formulation of NAS operational implementation plans and investment decision data for presentation to FAA senior managers; (6) establish and manage multiple procurement contracts, while collaborating with the contracting community, aviation stakeholders, and private industry. Managerial duties include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions, as appropriate. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS 14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is: Experience leading projects in support of aviation concepts, products, procedures, and technology development and acquisition of various automation systems to include experience working with the FAA Joint Resources Council in maturing automation enhancements through technical and program requirements development, investment analysis, and solution implementation.
