Summary This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia. This is a temporary promotion not-to-exceed 1 year. It may be made permanent without further competition. WHAT YOU'LL BE DOING DAY TO DAY As a Supervisory Equal Employment Specialist, you will use your knowledge of and experience with the Office of Equal Employment Opportunity, Diversity and Inclusion (EEODI) to optimize business results and customer experience by: Furthering the goals of equal employment opportunity (EEO) by taking positive steps to assure the accomplishment of affirmative action objectives and by adhering to nondiscriminatory employment practices in regard to race, color, religion, sex, national origin, age, or handicap. Specifically, incumbent initiates nondiscriminatory practices and affirmative action for the area under his/her supervision in the following: (1) merit promotion of employees and recruitment and hiring of applicants; (2) fair treatment of all employees; (3) encouragement and recognition of employee achievements; (4) career development of employees; and (5) full utilization of their skills. Writing final agency decisions and orders that are clear, concise, persuasive and legally sound, and which set forth the facts of the matter and interpret and apply applicable laws and regulations and legal precedent. Applying legal principles and analytical methods to facts and issues, in determining whether the complainant was discriminated against because of race, color, religion, sex (including sexual identity), disability, age, national origin, sexual orientation, protected genetic information, parental status, or reprisal. Reviewing all class action discrimination complaints filed with the Department and analyzes complaints in accordance with legal standards to determine if appropriate for submission to Equal Employment Opportunity Commission (EEOC) approval as a class complaint. Performing compensatory damages investigations and then writing final agency decisions which recommend appropriate corrective action such as promotion, back pay, compensatory damages, or changes in organizational policies, procedures or practices. Writing decisions on attorney's fees requests. Writing other legal documents such-as: 1) Breach of Settlement Agreement (breach of contract) Decisions; 2) Agency Decisions to Cancel for Failure to Accept Full Relief; and 3) Decisions to Disqualify Representatives, etc. Serving as a technical authority on the adjudication of discrimination complaints. Supervising a group of employees performing work at the GS-13 level. Providing administrative and technical supervision necessary for accomplishing the work of the unit. Requirements Conditions of Employment Qualifications WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: 1. Overseeing the workload of lower banded Equal Employment Opportunity (EEO) staff and performs quality review of investigative files or work products of others. 2. Evaluating complaints of discrimination for the acceptance or dismissal of claims under federal anti-discrimination statues and regulations. 3. Counseling employees alleging EEO complaints. 4. Drafting Final Agency Decisions. 5. Providing advice and assistance to the workforce on all aspects and stages of EEO complaint processing in the federal sector.
