Summary This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans; Office of International Affairs(OIA). OIA ensures the coordinated development of all international policy matters before the Department and is the primary diplomatic office of the Department. Non-BU: This is a non-bargaining unit position. Responsibilities As a Program Manager, GS-0340-14, your typical work assignments may include: Develops and advances strategic objectives and engagement plans to advance international homeland security priorities. Oversees multiple projects which advance strategic and programmatic goals. Develops budget and resources projections and justifications and makes recommendations on program activities which can be undertaken within existing resource levels. Effectively represents and advocates for the program and DHS information sharing objectives by applying strong communication and relations-building skills with foreign and domestic stakeholders. Works with diverse stakeholders to align specific solutions with foreign government needs and requirements. Ensures security sector assistance funding is properly programmed and ensures appropriate financial tracking, accountability, and reporting. Identifies and resolves challenges which impede implementation and management of the program, including identifying policy gaps, technical limitations, and resources limitations. The primary purpose of this position is to manage an international capacity building program which provides biometric identity management capabilities to foreign governments in a manner that enables data sharing with DHS to support border security and migration management objectives. Requirements Conditions of Employment Qualifications Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Experience managing a program and applying project management techniques to implement a program involving information technology, border security, information sharing, or foreign assistance. Experience developing and managing a program budget, including preparing, justifying, reporting on, and executing a budget. Skill in communicating orally and in writing to effectively present specialized material to non-specialists or senior executives. Experience setting priorities informed by strategic objectives and resource availability. Experience in building consensus among numerous stakeholders and manage strategic relationships. NOTE: Proficiency in Spanish is strongly preferred, but not required. Substitution of education in lieu of specialized experience may not be used for this grade level. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
