Marketing Statement

WMATA is seeing a planning or data science professional with a passion for public transit, data science, and bringing data to decision-making to join the Ridership and Mobility Analysis team in Metro’s Office of Planning. Our team integrates and leverages big data to develop actionable intelligence on ridership, regional mobility, and the customer experience. Analyses cover a range of topics, including the impact of planned service changes, unplanned disruptions, special events, fare policy, changing regional travel patterns, equity, and more.

We are looking for an experienced manager and data analyst in this space with a proven track record in ridership reporting, analysis, and data systems. In addition to strong technical data analysis skills, the right candidate will have demonstrated communications and data visualization skills to work with a variety of technical and non-technical audiences inside and outside Metro to assess analysis needs, design reports, develop analysis plans, manage projects, and bring data to decision-makers.

The Manager, Ridership Analysis will lead a team of analysts working on projects related to Metro’s bus and rail ridership across a wide range of topics including forecasting, customer impact of service change and policy proposals, special fare programs, tap- and no-tap ridership, geospatial travel demand, and more.

MINIMUM QUALIFICATIONS

Education

  • Bachelor’s degree in Urban Planning, Public Policy, Public Administration, Transportation Planning, Transportation Engineering, Economics, Data Science, or a related field

Experience

  • Eight (8) years of experience, to include:

  • At least four (4) years of experience leading or conducting analysis, integrating data flows, and/or developing reports on large data sets using data science methods and software including but not limited to SQL, R, Python, Tableau, PowerBI, advanced Excel features, or related data science skills

  • At least four (4) years of experience managing projects, research, teams, and/or staff

  • At least four (4) years working in urban planning, public policy, transportation planning, public transportation, or a related field

  • A Masters degree in Urban Planning, Public Policy, Public Administration, Transportation Planning, Transportation Engineering, Economics, Data Science, or a related field will be counted as two (2) years of experience

SUMMARY

The Manager, Ridership Analysis leads an area of ridership analysis within the Ridership and Mobility Analysis team of the Office of Planning. The incumbent ensures that decisions across Metro are informed by data about ridership, customer travel patterns, and related topics, by conducting and supervising research, analysis, and reporting; leading interdepartmental project teams; managing consultants; and managing junior and senior analysts. The incumbent sets the priorities for an assigned area of analysis; identifies opportunities to inform decision-making with data about Metro’s customers and potential customers; conducts in-depth analyses of Metro’s ridership and mobility data; clearly communicates results to executive, internal and external technical and non-technical audiences; and identifies improvements to existing data sources and opportunities to apply new data. The Manager, Ridership Analysis also ensures that reporting and analysis is accurate, aligned with other efforts across Metro and the region, delivered in a timely manner, and meets federal and jurisdictional reporting requirements.

ESSENTIAL FUNCTIONS

  • Conducts research and analysis on Metro’s ridership, customer travel patterns, crowding, fare payment patterns, regional travel, and related topics to inform decisions about service, fares, customer communications, and other topics.

  • Manages research, analysis, and ridership data projects with teams that may include staff members, consultants, digital modernization staff, academic researchers, and others. Writes scopes of work and manages procurement process for consulting projects to provide insight into Metro’s customers, improve availability of ridership data, and understand Metro’s place in the regional travel market.

  • Supervises junior staff including interviewing, hiring, training, and coaching employees; planning, assigning, and directing work; establishing work plans and programs; and managing performance.

  • Supports other teams with data, reporting, and analysis to ensure projects across Metro are based on the needs of Metro’s customers.

  • Evaluates proposals for fare and service changes to inform the budget development process.

  • Communicates the results of research and analysis to technical and non-technical audiences using compelling data visualization, reports, dashboards, presentations, and other tools.

  • Oversees reporting on ridership and related topics, including reporting to meet federal and jurisdictional reporting requirements. Ensures that internal and external stakeholders have access to consistent, accurate, and timely information about Metro’s ridership and that Metro meets its regulatory reporting requirements.

  • Identifies opportunities for research, analysis, and reporting on ridership to inform decisions across Metro.

  • Leads interdepartmental teams to advance projects that improve Metro’s understanding of its customers, the customer experience, and the quality of Metro’s data.

  • Identifies opportunities to improve the quality and availability of Metro’s ridership and related data and leads improvements to ensure Metro’s ridership and related data is consistent, accurate, and available in a timely manner.
