Summary This position is part of the Department of Energy's, Office of Technology Transitions in the Business Operations Department. As a Management and Program Analyst, you will be responsible for workforce and strategic planning, performance indicators, awards, training, telework programs, A Great Place to Work initiative, operational planning and programming, and oversight of the FEVS initiative. Responsibilities As a Management and Program Analyst, you will: Serve as the main point of contact regarding a variety of special programs such as the Office of Technology Transitions fellowship and internship program, detail assignments, security and onboarding initiatives. Develop and maintain the hiring metrics needed to track all recruiting and onboarding activities. Review and analyze division metrics including data on employee engagement surveys, hiring, retention, and related reporting to support continuous improvement. Implement solutions based on analyzed trends and metrics regarding onboarding, recruiting, employee retention and turnover rates. Offer performance management support to line management, emphasizing coaching, counseling, and career development opportunities for all employees. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS (GS-12): A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Utilizing data to make recommendations to improve human resources programs. Assist management with developing alternatives to solve issues related to recruitment, retention, and onboarding. Utilizing data analysis tools, such as Excel or similar tools, to generate HR metrics for strategic decision making. SPECIALIZED EXPERIENCE REQUIREMENTS (GS-13): A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Collaborate with others to create databases, data collection tools and design methodologies to identify trends and patterns for hiring activities. Developing hiring metrics to ensure human resources programs are in line with organizational goals and objectives. Provide hiring metrics findings to management in order to improve workforce planning and recruitment initiatives. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
