Summary This position, Privacy & Paperwork Reduction Act (PRA) serves as a subject matter expert who develops, recommends, implements & analyzes: Privacy as defined under the Privacy Act of 1974 & the PRA of 1995 & subsequent revisions & interpretations. Each of these topical areas includes a set of complex statues, requirements, interpretations, and documents which apply to LGY across both policy & operational lines. Primary Liaison on developing complex & routine information collection requests. Responsibilities Specific Duties Include: Strategic Implementation Analyzes current and prospective rules regarding Privacy and the Paperwork Reduction Act to ensure that their requirements and impacts on the business of LGY are clearly understood. Privacy Act and Paperwork Reduction Act Operational Excellence Recommends and supports implementation of the LGY procedures which ensure compliance with Privacy rules and the Paperwork Reduction Act. As Subject Matter Expert on Privacy and PRA rules and regulations, provides ongoing and ad-hoc advice and direction to leadership and professional staff. Project Management and Process Improvement Leads high-visibility implementation and improvement projects pertaining to Privacy rules and the Paperwork Reduction Act. Institutes data-informed and/or metric-based analytics which assess Privacy and Paperwork Reduction Act outcomes relative to compliance with regulations and program obligations. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: is defined as possessing knowledge and skills in applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to guidelines and regulations for the Paperwork Reduction Act and Privacy Act. The incumbent is familiar with most facets of operational structure and understands the cross-organization dependencies, methods, and measures pertaining to the program. The incumbent should demonstrate, identify, analyze, and recommend opportunities to integrate Privacy and information collection requirements for forms and/or policy to meet Paperwork Reduction Act requirements into core work processes; demonstrate data and metric based analysis experience necessary to access Privacy and information collection requirements for forms and/or policy to meet Paperwork Reduction Act goals and outcomes compliant with Program obligations; must be able to evaluate technical and analytical matters requiring evaluation of Privacy and information collection requirements for forms and/or policy to meet Paperwork Reduction Act regulations for full compliance with changes to policy impacting lines of business. Develop, adapt, and operationalize policies in the federal domain and to understand and support business line missions is necessary. Manage projects and initiative activities with senior stakeholders is necessary. Other core requirements include demonstrable experience with: Interpersonal and Communication Skills Organizational and Situational Awareness Privacy Act of 1974 and related guidance, subsequent modifications, procedures, risks, and applications Paperwork Reduction Act and related guidance, subsequent modifications, procedures, risks, and applications Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is principally sedentary. Work also may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site.
