Employment and Training Administration Financial Systems Accountability Officer in Washington, District Of Columbia

Summary The Financial Systems Accountability Officer reports directly to the ETA Deputy Comptroller and is responsible for providing leadership, direction, policy, planning and performance relating to ETA systems of financial internal controls for day-to-day accounting and budget operations, ad hoc reporting, and special assessments. Position is not in the bargaining unit. Responsibilities As the Financial Systems Accountability Officer, you will work closely with the ETA (Employment and Training Administration) Comptroller, Accounting Officer and Budget Officer, other ETA offices, ETA senior executive management, other Department of Labor offices, and other Federal departments performing the following duties: Evaluates and determines the need for improvements in manual and automated accounting, budget, grants and unemployment insurance processes, including control environments, controls testing and evaluations, and remediation of findings. Advises the Comptroller and senior executive management on issues of financial systems integrity as well as risk related issues and provides guidance on corrective actions. Provides leadership, direction, policy, planning and performance relating to ETA systems of financial internal controls for day-to-day accounting and budget operations, ad hoc reporting, and special assessments. Provides administrative and technical supervision. Plans work; makes assignments. Reviews and evaluates work performance. Functions as senior expert on assigned program policies, systems, procedures and activities. Plans, develops, designs, coordinates, executes and maintains major aspects of varied difficult and complex work involving critical, urgent, constantly changing and/or controversial assigned programs, systems, sub-systems and activities that support public safety regulatory agency missions. Prepares for presentations and briefings to management and non-management staff by thoroughly researching topics. Leads meetings and provides clear, succinct, understandable, technically sound and appropriate information for the intended audience. Demonstrates subject matter expertise during the discussions. Recommends functional changes that optimize the operations, processes, and systems. Proposes new and/or modified business process improvement strategies (e.g., accounting systems, administrative management, financial management, subsystems, policies, standards, etc.) and policy changes to leadership for implementation to ensure the Agency meets its future financial management needs. Requirements Conditions of Employment Qualifications You must meet the Specialized Experience to qualify for Financial Systems Accountability Officer as described below. Applicants must possess one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level or GS-14 grade level in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-14). Qualifying Specialized Experience for GS-15 includes ALL of the following 3 items: Experience developing and maintaining effective internal control procedures over financial reporting and financial systems to ensure that such controls are operating effectively; and Experience reviewing agency and departmental financial and business processes to ensure transparency and to adhere to new or revised legislation and regulations; and Experience managing or leading financial staff, assigning and monitoring work of financial staff, and evaluating and addressing financial staff performance.
