Summary The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in Office of Finance and Operations, Office of Equal Employment Opportunity Services. The incumbent serves as the Diversity/Hispanic Program Manager for diversity, inclusion, and other assigned programs. As a Equal Employment Opportunity Specialist, GS-0260-13, you will be responsible for: • Processing agency-wide Federal Sector Equal Employment Opportunity Complaints (Pre-complaints and Formal Complaints). Including performing counseling and producing legally sufficient Counselor Reports, procedural review of Formal Complaints, managing investigations, and facilitating hearings. Reviews letters of dismissal/acceptances and Final Agency Decisions, reports of investigations. • Preparing operating policies and guidelines, outlining the procedures for processing Pre-complaints and Formal Complaints at all levels with the Department. Develops in-house policies and procedures on complaints management for all Federal regulations, Executive Orders, and the Department's policies and procedures. • Providing Equal Employment Opportunity/Diversity consultation and training for employees and managers. Conducts or assists in executive briefings and presentations • Managing Special Emphasis Program(s). This includes developing and implementing the agency's strategic plan for the Special Emphasis Program. Engages employee resource and affinity groups to identify barriers to employment of the respective groups. Plan and establishes priorities in managing Part H and I (Special Program Plan for the Recruitment, Hiring, and Advancement of the constituency group) of the MD 715 process, and conduct workforce data analysis in accordance with Equal Employment Opportunity Commission regulations and guidance. • Applying effective interpersonal skill for the purpose of establishing and maintaining good working relationships with internal and external customers in order to obtain their cooperation for resolution attempts. Requirements Conditions of Employment Relocation will not be paid. You may be subject to serve a one-year probationary period. Males 18 and over must be registered with the Selective Service. Conditions of Employment TELEWORK ELIGIBILITY: You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location. Qualifications Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialize experience. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience evaluating Equal Employment Opportunity laws, regulations, programs and policies in order to assure compliance with existing regulations. 2. Experience processing Equal Employment Opportunity pre-complaints and formal complaints, including the producing, compiling, or gathering of Counselors Reports, investigations, decision documents, negotiations, mediations, or settlement agreements. 3. Experience preparing, reviewing, and drafting letters of acceptance/dismissals, as well as drafting Final Agency Decisions (merit) and Orders in compliance with Equal Employment Opportunity laws and Regulations. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). 1. Knowledge of Equal Employment Opportunity principles, concepts, laws, regulations, policies and relevant precedent setting decisions to recognize and resolve difficult problems, and to make technical recommendations for decisions in complaint matters and prepare written related documents. 2. Skill in developing, analyzing and evaluating policy options, problem solving, conducting legal research, and negotiating allocation of resources. 3. Skill in utilizing highly developed oral and written communication skills for consultation and conducting Equal Employment Opportunity training to managers and employees. 4. Knowledge of employment barriers that can have a negative impact on equal employment opportunity; expert analytical skill of workforce data pertaining to producing diversity and affirmative employment workforce reports. 5. Skill in building relationships with managers/supervisors and employees at all levels through, facilitation, negotiation, conflict resolution, and Equal Employment Opportunity Counseling to enact changes in employment practices and to resolve disputes. Education Education cannot be substituted for experience for this position and grade level.
