Summary This position is located in the Division of Administration, Corporate Services Branch, Security Programs Enterprise Section of the Federal Deposit Insurance Corporation in Washington, D.C. Salary reflects a pay cap for this position of $275,000. Responsibilities Establishes all policy and standards regarding personnel security. Conducts background investigations on FDIC employees and contractors to ensure they meet the minimum standards of fitness and integrity established by the RTC Completion Act of 1993. Coordinates adverse fitness and integrity matters with appropriate FDIC offices, to include the Ethics, Acquisition, and Human Resources. Coordinates the designation of risk level for each FDIC competitive service position as established by the U.S. Office of Personnel Management (USOPM). Initiates and processes required employee and contractor suitability investigations with USOPM. Conducts the review and coordination of suitability adjudications based upon Defense Counterintelligence and Security Agency (DCSA), Federal Bureau of Investigation (FBI), Department of Defense (DOD) and other federal investigative agencies investigations in accordance with 5 C.F.R. 731, 5 C.F.R. 752, and 5 C.F.R. 315. Coordinates adverse suitability investigations with HR's Employee Relations. Coordinates with the Insider Risk Program and Counterintelligence Program on high-risk security cases. Issues required National Security clearances. Researches and prepares complex administrative reports for FDIC executives. Collaborates with senior management to study, review, plan, and develop all aspects of the personnel and suitability program to enhance the overall level of security at FDIC. Develops, recommends, and administers standards, criteria, procedures, and innovative solutions. Serves as the principal contact point for FDIC HQ, Regional Offices, and other agencies regarding Personnel Security Program activities. Maintains liaison with a variety of government officials, to include the Office of the Inspector General, USOPM, the DCSA, the Department of Homeland Security, the United States Secret Service, the Federal Bureau of Investigation, local law enforcement authorities, and other security-related agencies with relation to matters involving personnel security at the FDIC. Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Qualifications To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Technical Experience 1: Experience managing a personnel security program for large agencies, making determinations for sensitive and highly visible personnel security matter; and advising leadership on methods and best practices to ensure program compliance. Technical Experience 2: Experience coordinating and/or conducting significant portions of insider risk and/or counterintelligence programs, including developing, disseminating, advising on, and conducting relevant plans and testing or drills. Technical Experience 3: Experience leading or collaborating with other security specialists on complex projects and/or program changes; distributing work for research and planning, evaluating work contributed, providing feedback to team members, and ensuring results are sound and accepted. Education There is no substitution of education for the experience for this position.
