We are looking to hire a Senior Capture Manager to join Microsoft Federal.

Responsibilities

As we continue to help our customers transform their business with enabling technology solutions, Microsoft Federal is looking for a Senior Capture Manager to qualify, shape, and win business opportunities focused on complex, transformational, market making holistic solutions. These holistic solutions integrate Microsoft products and services with partner third party hardware, software, and services. The Senior Capture Manager, using an effective capture methodology integrates and synchronizes all capture focus areas to increase the probability of win and decrease cost of sales. This person serves as the focal point for overall day-to-day leadership and oversight of a virtual capture team members making up Team Microsoft and partners. They will be a thought leader with respect to shaping and influencing activities, program pursuit, proposal responses, win themes, Return on Investment/Total Cost of Ownership (ROI/TCO) analyses, technical discriminators, innovative business solutions and strategies, and pricing.

Capture Leadership

• Develop and implement holistic win strategies inclusive of Microsoft and Partner technical solution considerations.

• Use appropriate Intellectual Property (IP) and tools to support capture strategies and activities.

• Oversee the analysis of the customer, the competitor, and our organizational capability using appropriate tools.

• Define specific capture objectives after the pursuit decision; and develop, implement, and manage the strategy action plans.

• Provide end-to-end objective and disciplined orchestration of strategic, complex solutions that have special terms and conditions or a high

impact on Microsoft's reputation.

• Work with proposal and technical writing teams to develop written responses to Government requirements for customers and Microsoft partners.

• Provide internal, and where appropriate external, stakeholder engagement and communications

• Bring complex/strategic deals to a close.

Capture Management and Advocacy

• Identify and recommend the right roles for the capture team.

• Engage senior leadership to commit the required resources.

• Train the capture team in the process that will be followed.

• Integrate proposal support, program management, engineering, and key teaming partners in proposal planning, solution development, work

share breakdown development, and price-to-win activities.

• Engage partner strategists to identify teaming partners early in the capture process.

• Tailor the process phases, capture processes used, decision points, and reviews to support a specific capture.

• Use a Lessons Learned review to determine how the process can be improved.

Qualifications

Required/Minimum Qualifications

  • Bachelor's Degree in Computer Science, Information Technology, Engineering, Health Sciences, Supply Chain, Education, Business or related field AND 7+ years customer-facing experience in operations, enterprise-level improvement program management, product management, transportation, hospitality, automotive, consumer goods, financial services, retail, management consulting, consultative selling, public sector, technology or industry-relevant equivalent management or technical work experience

  • OR Master's Degree in Computer Science, Information Technology, Engineering, Health Sciences, Supply Chain, Education, Business or related field AND 5+ years customer-facing experience in operations, enterprise-level improvement program management, product management, transportation, hospitality, automotive, consumer goods, financial services, retail, management consulting, consultative selling, public sector, technology or industry-relevant equivalent management or technical work experience

  • OR equivalent experience.

  • Experience shaping and winning technology deals in the Federal market.

Citizenship & Citizenship Verification: This position requires verification of U.S citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customers and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport.

Citizenship & Citizenship Verification: This role will require access to information that is controlled for export under U.S. export control regulations, potentially under the International Traffic in Arms Regulations or the Export Administration Regulations.  As a condition of employment, the successful candidate will be required to provide proof of citizenship, for assessment of eligibility to access the export-controlled information. To meet this legal requirement, citizenship will be verified via a valid passport.

Cloud Screening: Candidates must be able to successfully complete and pass a Microsoft Cloud background screening. Required Cloud Screenings will be administered on a recurring bi-annual basis.

Preferred Qualifications

  • Experience working effectively across internal and external organizations.

  • Experience with government acquisition guidelines and with government compliance requirements.

  • Experience with partner/channel development and shaping and winning business through partners.

  • Capture training or certifications from an industry organization such as Shipley Associates’ Capture and proposal Management or the Association of Record for Bid, Proposal, Business Development, Capture and Graphics Professionals (APMP).

Industry Advisory IC5 - The typical base pay range for this role across the U.S. is USD $130,000 - $217,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $168,600 - $237,500 per year.
