U.S. Coast Guard Environmental Protection Specialist, GS-0028-09 in Warrenton, Oregon

Summary This is position is located within an Environmental Management Division, Facilities Engineering Department, USCG Base, Warrenton, OR. Responsibilities The incumbent serves as an environmental point of contact (POC) for development and implementation of an appropriate environmental management system (EMS)/environmental compliance management plan (CMP) of sufficient scope and content to ensure the unit (installation) is continually in compliance with all environmental requirements at the federal, state, regional/local and department/organizational levels. This incumbent is responsible for assisting with the day-to-day unit environmental compliance requirements, including the development, execution, and sustainment and continual improvement of the unit environmental management program. This position serves as an environmental point of contact, supporting all aspects of the unit’s environmental management system (EMS)/compliance management plan (CMP). Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serving as an environmental POC for assigned environmental program issues/functional areas. Coordinating efforts with and assisting higher graded staff interacting with top management, supervisors, staff, contractors, and operating officials on matters concerning environmental compliance, pollution prevention / sustainability efforts, and the overall state of environmental stewardship throughout the installation. Participates in the training and education of personnel at all levels on regulation requirements, environmental protection matters, sustainability efforts, and environmental program goals and objectives. Conducting inspections of facilities and equipment, internal audits of installation activities and operations, ensures hazardous waste storage facilities/areas and hazardous material distribution centers are properly managed. Providing oversight of contractor project work to identify areas of concerns/environmental compliance risks, and opportunities for enhanced environmental sustainability. Implementing/executing field level management/oversight of a variety of waste streams generated throughout the complex to include hazardous waste, universal wastes, used oil/oily wastes and various other solid wastes. Provides input for setting milestones to accomplishing program goals, and tracking / documenting environmental program compliance/pollution prevention and sustainability effectiveness. Utilizing established records/document management system to properly archive and retain key environmental program operating records and data. Participating in the review of plans, specifications and cost estimates for a variety of projects (for procurement by contract) in support of the environmental program. Participating in CG local community governmental meetings and public hearings as a representative of the installation regarding assigned environmental programs. Incumbent will be required to move moderately heavy objects weighing 50 pounds or more. Requirements Conditions of Employment Males born after 12/31/1959 must be registered for Selective Service. U.S. Citizenship is required. The position requires a valid state driver's license. Applicant is required to meet the physical requirements of the position. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications To qualify for the GS-09 Grade Level: Applicants must have one year of specialized experience equivalent to at least the GS-07 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of qualifying specialized experience include: Knowledge of laws, regulations, policies, and procedures related to environmental management systems, compliance management plans. Preparing technical papers, reports, support briefings and presentations. Ability to communicate orally and in writing. Monitoring and evaluating environmental management systems/compliance management plans. Knowledge of requirements, methods, techniques, and procedures evaluating environmental consequences of actions, operations, training, in compliance with Department of Homeland Security and Coast Guard directives, regulations, and policies. Experience using enterprise standard software applications such as Computerized Maintenance Management System (CMMS), CG Shore Asset Management System (SAM), or Technical Information Management System (TIMS) or (A) Master's or equivalent graduate degree or (B) 2 full years of progressively higher-level graduate education leading to such a degree or (C) LL.B. or J.D., if related or (D) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. The incumbent must be able to obtain and maintain an OSHA 40-hour certification (HAZWOPER). The incumbent must be able to obtain and maintain a RCRA Hazardous Waste Management Certification (40 CFR 262.17 & 40 CFR 265.16). The incumbent must be able to obtain and maintain Hazardous Material Transportation Certification (49 CFR 172.704 (a) (1) & (a) (3).
