Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Responsibilities Directs the operation of a clinical laboratory with seven outpatient clinics. Provides supervision to Medical Technologists for Hematology, Coagulation, Urinalysis, quality Management, Point of Care, and Microbiology. Also supervises Medical Laboratory Technicians, and Medical Clerks on staff. Plans work to be accomplished, sets schedules for work completion. Controls work accomplished in various departments such as Hematology, Chemistry, Microbiology, Urinalysis etc. Identifies development and training needs and arranges for or conducts in-service training. Writes and approves performance standards for all Pathology and Laboratory Medicine Service (P&LMS) positions, conducts mid-terms and annual performance appraisal rating of all personnel. Assures that safety requirements are met through appropriate personnel protective equipment (PPE), training, incident corrective actions and reports. Assesses operating costs and develops a budget using workload analysis and past financial history to estimate future needs. Evaluates laboratory service quality, adequacy of equipment, supplies, personnel, working accommodations and assesses laboratory needs and explores sources and methods to meet them. Coordinates evaluation, selection and procurement of supplies, equipment, and instrumentation and assures compliance with budgetary limitations. Monitors and controls fund expenditures and looks for areas to contain costs. Evaluates sharing agreements, service contracts, and advises supervisor and Contracting Officials on selection factors or statement of work to be addressed. Manages significant resources including equipment, supplies, personnel, space and budget analyzes expenditures; identifies workload trends; prepares and monitors budget and control expenditures approves expenditures on all recurring and non recurring items; determines staffing needs and projections; prepares funding and staffing requests to supervisor and appropriate committees. Develops short and long-range goals that complement those of the Medical Center. Keeps abreast of latest technology in instrumentation and justifies expenditures for purchase of major pieces of equipment which can reduce overall operating costs. Prepares summaries, reports, position papers and issues papers on topics concerning P&LM Service and Quality Assurance. Analyzes historical data and trends. Coordinates service preparation for external reviews, which includes completing survey questionnaires, updating and revising appropriate policies, and assuring the departmental records are accurate and maintained properly. Assure testing and programs relating to Safety, ADP, Quality Control, Proficiency Testing and Quality Improvement are properly carried out to meet accreditation requirements and agency policies. Establishes and maintains liaison with other federal and state agencies, accrediting organizations, academic institutions, commercial and private laboratory facilities, professional organization, and other health agencies to keep abreast of new developments, obtain services, and coordinates mutually beneficial projects. AND completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four year program of study that culminated in a baccalaureate degree. OR (2) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR, (3) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. Foreign Graduates. Graduates of foreign baccalaureate degree programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience as described in paragraph 2b(2) or (3) above. This finding may be based on either of the following: (1) A letter from a college or university with a baccalaureate program recognized by the NAACLS stating that the individual's foreign degree has been evaluated and been found to be equivalent to its bachelor of medical technology degree. (2) A letter from ASCP-BOC or AMT stating that the individual is eligible for the certification examination. Certification. Candidates must have: (1) Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Medical Technologist (Laboratory Manager) Experience. Must have 1 year of creditable experience equivalent to the next lower grade level, which is directly related to the position to be filled. Assignment: Laboratory Manager. The incumbent works in a smaller, less complex laboratory and is responsible for managing and supervising all phases of laboratory service operations. Provides guidance and serves as an authority and subject matter expert on laboratory medicine, including research, agency policies, new techniques and procedures. Develops guidelines, assesses laboratory effectiveness, establishes and maintains quality assurance and performance improvement programs. Consults with local and network officials. Develops and manages program budget and resource utilization, inventory, acquisition and contracting processes. Assists and participates in educational programs affiliated with institutions providing training for individuals in laboratory or other related medical fields of study. In addition to the experience or education above, the candidate must demonstrate the following Knowledge, Skills, and Abilities (KSAs): a. Ability to balance the administrative and clinical functions in order to coordinate and manage programs and resources. b. Knowledge and skill in management/administration, which includes strategic and tactical program planning, coordination, interpretation, supervision, consultation, negotiation, problem solving, formulation of policy and guidelines and monitoring of laboratory programs. c. Ability to effectively communicate, both orally and in writing, on technical information with a wide variety of individuals including senior VHA managers in the medical center, Veterans Integrated Service Network (VISN) level staff and VHA Central Office staff. d. Skill in applying analytical and evaluative methods and techniques to the measurement and improvement of program effectiveness and/or organizational productivity. e. Skill to develop new or modified work methods, organizational structures, records and files, management processes, staffing patterns, etc. f. Knowledge of regulatory, licensing, and accrediting agency requirements, and statutes governing clinical laboratory operations used in planning, implementing and monitoring laboratory programs and services. g. Skill in administrative management (e.g., budgeting, contracting, procurement and property management) in accordance with VHA regulations.
