Summary This position(s) serves as a Bureau of Land Management Land Survey Technician and is organizationally situated in Cadastral Survey, Branch of Geographic Sciences, Oregon State Office. Location negotiable in the following (8) locations: Portland, Salem, Springfield, Coos Bay, Roseburg, Medford, and Prineville in Oregon, and Spokane Valley in Washington. Responsibilities 2024 Salary Ranges for Prineville OR, Springfield OR, Coos Bay OR, Roseburg OR, and Medford OR: GS-05: $39,576 - $51,446 GS-06: $44,117 - $57,354 GS-07: $49,025 - $63,733 2024 Salary Ranges for Spokane Valley WA: GS-05: $39,698 - $51,605 GS-06: $44,253 - $57,531 GS-07: $49,176 - $63,930 2024 Salary Ranges for Portland OR and Salem OR: GS-05: $42,571 - $55,339 GS-06: $47,455 - $61,694 GS-07: $52,734 - $68,556 This is a Career-Seasonal position and subject to release and recall procedures. Selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. Duties at each grade level: At the GS-05 grade level, the incumbent is responsible for: Stocks and ensures survey supplies and equipment are loaded for the days work. Assists in survey operations, clearing line of sight, establishing traverse points, providing distance and angular measurement, and instrument operation. Researches access to project location. At the GS-06 grade level, the incumbent is responsible for: Serves as principle assistant, trains and direct activities of other technicians or laborers in daily activities. Assists in reduction of survey measurement data using computer software. Assists with research of prior survey records. At the GS-07 grade level, the incumbent is responsible for: Assists in preparing of field notes and draft plats for Cadastral surveys assigned to land surveyors Leads daily performance of land survey crew operations. Completes reduction of survey measurement data using computer software. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience and/or education requirements described below. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-05: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sector) performing 2 or more of the following: 1) using survey instruments (e.g., Total Station, GPS, transit, level, distance measuring device, etc.) to complete assignments; 2) assisting in the preparation of field notes, random lined diagrams, or computations; 3) Assists in monumentation and recording of corner positions of a Cadastral Survey following previously selected methods of monumentation. OR B. Education: Successful completion a full 4-year course of study leading to a bachelor's degree from an accredited institution (a) with major study in an appropriate field of surveying, engineering, construction, or industrial technology, or (b) that included at least 24 semester hours in any combination of courses such as surveying, engineering, industrial technology, construction, physics, drafting, forestry, geography, navigation, cartography, physical science, or mathematics. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-06: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sector) performing 2 or more of the following: 1) training survey aids and/or junior technicians in the gathering and recordation of survey data, line running, or distance and angle measurement; 2) computing closures, corner moves, or proportionate measurements; 3) entering, retrieving, and/or manipulating data from automated databases. OR B. Education: Successful completion of one (1) full year of graduate level education in an appropriate field of surveying, engineering, construction, or industrial technology, construction, physics, drafting, forestry, geography, navigation, cartography, physical science, or mathematics. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-07: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sector) performing 2 or more of the following: 1) overseeing survey aids and/or junior technicians in the performance of land surveys; 2) assisting the land surveyor in establishing, investigating, or reestablishing land and property boundaries; 3) preparing field notes, draft plats, legal descriptions for tracts of land, and/or weekly progress reports. OR B. Education: Successful completion of one (1) full year of graduate level education in an appropriate field of surveying, engineering, construction, or industrial technology, construction, physics, drafting, forestry, geography, navigation, cartography, physical science, or mathematics. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-06 level. One year at the GS-06 is required to meet the time-in-grade requirements for the GS-07 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Additional Information Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to travel overnight away from home up to 11 nights per month. You must be eligible to obtain a government charge card for travel purposes. This position requires the use of motor vehicles. In most cases, this will be a 4-wheel drive vehicle or ATV. Physical Demands: Work requires some physical exertion such as bending and walking in terrain that is rough, rocky, mountainous and densely vegetated. Required to lift and carry equipment necessary to efficiently perform the work of the position, and to provide for personal comfort and safety. This can include tools, personal protective equipment, food and water for extended periods of work away from vehicles. Working Conditions: Office work is performed in a setting that is adequately lighted, ventilated, cooled and heated. When doing fieldwork is subject to cuts and bruises, extreme and adverse weather conditions, and injuries and discomforts from pests or animals. Employee will adhere to all safety rules.
