Summary This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. This announcement will close at 11:59 p.m. Eastern Time on the date the first 100 applications are received or 07/09/2024, whichever comes first. Responsibilities Serves as the Supervisory Financial Assistance Agreements Officer (Grants, Cooperative Agreements, and Other Transaction Agreements) with signature authority providing leadership and accountability to subordinate staff who provide Financial Assistance Agreements Management support to NIST and other Department of Commerce Bureaus. Develops new approaches and specialized provisions for use in the development, planning and implementation of new Financial Assistance Programs. Develops policies and procedures, strategic planning, process improvements, maintain effective and efficient workload management and productivity, manage, and utilize staff resources to efficiently and effectively accomplish the NIST mission, actively involved in the planning, development, and execution of formal and informal projects. Establish and maintain customer service and relationship management, providing guidance to Agency officials on matters related to award agreement administration and developing advice and guidance for the resolution of financial assistance issues. Represents as the expert during negotiations which can be complex and have high priority and visibility within NIST and Department. Coach employees through development of performance plans, continuous feedback on performance, performance appraisals, and resolution of performance deficiencies. Leads organizational development and workforce initiatives, supports resource allocations, and manages the operations of the Team. Requirements Conditions of Employment Qualifications Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST). Specialized experience is defined as experience providing leadership, guidance, and assistance to senior staff and employees regarding policies and management of contracts, and/or financial assistance (grants, cooperative agreements, and/or other transaction authority) awards. Experience leading and coordinating projects and initiatives involving multiple stakeholders or developing and conducting briefings for senior management officials. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
