For salary information based on locations, please visit this link to the OPM 2024 Salary Tables As a Supervisory Business and Industry Analyst you will serve as an Acquisition Program Manager, responsible for leading the development, implementation, evaluation, and monitoring of contractual, financial, and technical aspects of the Organ Procurement and Transplantation Network (OPTN) Modernization Initiative. Your major duties and responsibilities include: Providing expert advice, guidance and oversight of a complex acquisition portfolio containing high-visibility healthcare and information technology programs undergoing major modernization initiatives. Leading acquisition portfolio strategic management for HSB procurements, including maintaining accurate metrics, monitoring cost/schedule/performance risks, aligning and implementing organization strategies, continuously reviewing, and assessing program and milestone status, and ensuring performance management and contractor oversight processes are robust and relevant. Serving as an acquisition life cycle subject matter expert, providing authoritative contracting guidance, insight, and direction to all levels of administrative and technical management in areas that require extensive interpretation of acquisition policies and data. Proactively recognizing and alerting management (using sound judgement) upon awareness of issues requiring attention in either the administration or implementation of acquisition activities and offering recommendations and solutions that are in compliance with program policies. Providing technical and administrative supervision to a growing team managing the complex healthcare, professional services, and IT acquisition portfolio for the Organ Procurement and Transplantation Network (OPTN). QUALIFICATIONS REQUIREMENTS: To qualify for this position, you MUST meet all of the following requirements by the closing date of this announcement. 1. SELECTIVE FACTOR: In order to meet the minimum qualification requirements for this position, you MUST possess a Level III Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) or equivalent certification such as Defense Acquisition Workforce Improvement Act (DAWIA) Level III or FAC-C Professional Certification. As verification that you meet this selective factor requirement, you MUST provide BOTH a copy of your current FAC-COR certification showing Level III AND a copy of your Continuous Learning Individual Progress (CLIP) Dashboard from Federal Acquisition Institute (FAI) Cornerstone OnDemand (CSOD) as part of your online application package by the closing date of the announcement. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis: Serving as a Contracting Officer Representative responsible for leading, reviewing and analyzing federal contract, acquisition, and/or procurement management, programs and operations based on new or evolving federal legislative and policy changes. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
