Job Summary
Under general direction, is responsible for performing complex planning and supervisory work, responsible for the supervision of a section within the City's Parks and Recreation Department. Responsibilities include parkland dedication and platting reviews, parkland acquisitions and management support, and other duties as assigned. Working conditions are both office environment and an outdoor environment. May exercise direct supervision over assigned staff.

Essential Job Functions
Works on parkland dedication ordinance compliance, plat applications, parkland acquisitions and management, partner relationships, and other support of the park system and greenway trails in San Antonio.
Supports land acquisitions and associated processes (land agreements, negotiations, valuations, easements, types of deeds, etc.)
Reviews legal agreements such as rights of entry and land agreements.
Reviews, coordinates and evaluates plat and development plan applications for compliance with the parkland dedication ordinance of the City of San Antonio Unified Development Code (UDC).
Prepares written reports for department leadership, partner departments and agencies.
Supervises, trains and evaluates assigned staff members.
Makes recommendations to other City Departments.
Responds to requests for information from management, officials and the public.
Conducts special studies on projects such as land use and zoning plans.
Conducts updates to the City's Comprehensive Plan and various components of the plan.
Reviews, coordinates and evaluates plat and development plan applications.
Plans, organizes and conducts neighborhood meetings with residents of the rezone areas.
Performs related duties and fulfills responsibilities as required.
Job Requirements
Bachelor's Degree from an accredited college or university.
Two (2) years increasingly responsible urban planning experience to include one (1) year of supervisory or lead work experience.
Preferred Qualifications
Experience with subdivision platting, utilizing the City of San Antonio Unified Development Code (UDC)
Experience with real estate acquisitions and associated processes (land agreements, negotiations, valuations, easements, types of deeds, etc.)
Experience using ArcGIS
Experience with project planning, design, construction, and management.

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted
Knowledge, Skills, and Abilities
Knowledge of park system and greenway trails in San Antonio.
Knowledge of engineering, surveying and drafting concepts and principles.
Knowledge of locally applicable regulations and regulatory processes including but not limited to City of San Antonio permitting requirements and bid processes.
Experience using Microsoft Office
Knowledge of project planning, design, construction, and management.
Knowledge of principles and practices used in all phases of urban planning.
Skill in utilizing a personal computer and associated software programs.
Ability to operate a computer keyboard and other basic office equipment.
Ability to supervise, train, and evaluate assigned staff.
Ability to communicate clearly and effectively.
Ability to establish and maintain effective working relationships with co-workers, management and the public.
Ability to develop complex written reports and make presentations.
Ability to analyze complex data and develop recommendations.
