Summary The incumbent serves as a Realty Specialist providing services in real property acquisition, management, and disposal duties in support of the National Airspace System (NAS). The incumbent performs work assignments under the limited direction of a manager or other experienced professionals, Responsibilities As a Realty Specialist, the incumbent, under limited direction of the supervisor, will apply all agency requirements including laws, regulations, the Acquisition Management System (AMS), real estate contracting Standard Operating Procedures (SOPs), and other directives. The incumbent will discern when to apply new and innovative approaches, methodologies, and techniques for challenging activities. The position provides on-the-job experience and formal classroom training to develop proficiency in all aspects of real estate. This position is responsible for a complete range of real property acquisition, and disposal duties in support of the National Aerospace System. Under the limited direction of a manager or higher-level realty specialist, the incumbent will interface with FAA Lines of Business and Staff Offices to develop clear and appropriate requirements and related reality documentation. This also includes contributing to the acquisition strategy and contract development, award and administration for the Agency. Participates on ad hoc teams of customers, specialists, and contractors to create complete package of requirements and documents to support highly complex real property acquisitions. Applies knowledge of laws, regulations, Agency procedures and policies to determine special requirements relating to highly complex or sensitive transactions. Assists in conducting feasibility studies, market analyses, and uses appraisal documents to determine fair market value of desired properties. Acquires title searches, researches environmental issues, and assists on similar reviews to advise customers on concerns and alternatives. Assist with Acquiring real property: May prepare draft acquisition plan to include determining acquisition strategy. Participates in site selection, as required, and assists with evaluating factors to compare alternatives based on customer requirements. Conducts lease vs. purchase analysis per AMS requirements. Prepares documentation to support negotiations by analyzing information including, but not limited to, market survey, appraisal, environmental documentation and property ownership. Identifies and assists in resolving issues related to title ownership. When applicable, the incumbent will, negotiate, execute and sign real property acquisition leases and agreements on behalf of the Federal Aviation Administration according to AMS requirements. Manages real property: Addresses customer and vendor questions on real estate matters and coordinates a response for issues. Processes approved invoices for payment and resolves problems that arise during lease term. Prepare changes and modifications to lease or purchase contract. May negotiate and award utilities contracts for electricity, gas, water, and sewer service and resolves utility issues. Reviews real property inventory to identify excess property, alternative uses, required maintenance, and similar issues. May dispose of real property. May negotiate, prepare, and sign Out-Grants to lease or to give easements on U.S. government real property. Maintains complete and accurate documentation required for real property acquisitions in accordance with AMS and legal requirements. Prepares and maintains real property data in the agency system of record, which may include six-part folder, Real Estate Management System, Real Estate Tracking System and Procurement system. Prepares responses to inquiries and assists the Real Estate Group Manager, supervisor, or higher-level realty specialist in responding to oral and written inquiries including Congressional and Freedom of Information Act (FOIA) requests, protests, claims against the U.S. government, and similar inquiries. Specialized experience may include but not limited to: Experience with real estate policies, processes and procedures that involve acquiring, managing or disposing of realty property. Experience with market research and market analysis. Experience with real estate valuation techniques and preparing documentation to support negotiations. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related Qualification requirements must be met by the closing date of this vacancy announcement.
