Asset Management Plans 30% Develops AMP for one or more assigned territories which begins with development and continuous maintenance of an AMP for each portfolio asset assigned to the PS. Plan must consider acquisition, alteration, and disposal of IRS real property assets to support the IRS BODs with the space and infrastructure needed to deliver the IRS mission. Plan development and maintenance requires collection and analysis of significant amounts of qualitative data as well as general data focusing on GSA Lessor support, building conditions, external building factors, etc. The AMP data is updated continuously throughout the year by the PS with quarterly AMP submissions forming a rollup report on all portfolio assets. Annually, the PS must develop a complete detailed Space Requirements Module (SRM) for each asset in the assigned portfolio. The SRM includes ever changing data such as current employee counts, utilization data, attrition expectations, BOD hiring plans, space initiatives (internal and external), GSA and Lessor concerns, etc. This work must fully consider conditions, situations, nuance, and new directives that can significantly impact AMP analysis. Strategic Facility Plans & PMO Oversight 40%Once the AMP Strategies have been reviewed and approved by the Real Property and Realty Management Chiefs, the Strategic Space Planning (SSP) process begins. The annual SSP considers matters such as relocating, downsizing, acquiring new spaces, and how workspaces will be affected. As projects are implemented, the PS role becomes that of ensuring PMO executes the defined space strategy and GSA makes IRS space requirements a priority. Project plans include details on the space, time, and resources required to execute the SFP directive. The PS will review the project plan details for accuracy and to ensure it follows the PS strategic directive. This often requires numerous discussions with the Territory Manager, Section Chief, and Project Managers to ensure the project definition and space requirements are submitted timely and accurately. There are often competing interests the PS must negotiate - from Territory resources to local BOD space concerns. The PS will work directly with the FMSS SSP team, PMO Territories, BODs, FMSS Funding, and GSA, all over differing, sometimes competing positions, to ensure the strategy is implemented as defined. GSA Liaison 25%Position is subject matter expert on the GSA Pricing Policy and is the IRS Liaison with GSA on all leasing and occupancy related issues and pricing policy disputes. PS is the technical authority for implementing real estate portfolio management policies. Work includes discussions and often negotiations with GSA Regions and often escalations to GSA HQ to ensure our concerns are addressed. PS also develops tracking sheets to control oversight of projects and meets periodically with GSA regarding ongoing space acquisition plans. These meetings allow the PS to ensure the IRS strategies are being followed and GSA timelines meet IRS needs and resolve any ongoing issues. If a relocation is warranted the PS develops Delineated Area (DA) based on considerations of population growth, forms filings history, Congressional District concerns, and other relevant considerations. The DA will instruct the BODs and GSA where the IRS needs to place the new portfolio asset. This often requires negotiation with GSA as they most often want each Agency to follow Executive Order 12072 and locate facilities in the Central Business Area of a city which is not always consistent with IRS strategic plans. PS works directly with GSA representatives on any conflicting issues. This often requires numerous meetings &discussions with GSA Regional Client Executives and Lease Contracting Officers.
