GENERAL DESCRIPTION:
Project Geologist to serve as groundwater technical expert to assist in the division in fulfilling its permitting, compliance monitoring, inspection, and enforcement responsibilities related to the Underground Injection Control (UIC) Program. The position will require responding to requests for information, including file review requests, facility status requests, permitting guidance, waste characterization, permit transfer information, and other information from consultants, industry, federal agencies, state agencies, facility owners/ operators, environmental organizations, and the general public.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Responsible for accuracy and completeness of all field mapping, testing, and sampling.
Responsible for permitting, compliance monitoring, inspections, and enforcement responsibilities related to Underground Injection Control Disposal Facilities.
Manages and conducts specialized geotechnical assignments.
Works directly with other state and federal agencies.
Conducts technical review of documents, reports, and logs to ensure they are in accordance with agency policies, rules and state statutes.
Ensures compliance and enforcement of agency rules and state statutes and conducts field investigations.
Utilizes computer drafting and geotechnical software; plots all survey, geological, laboratory data, and other databases.
Based on available information and design, complete detailed reports and recommend solutions to most complicated geotechnical and geological problems.
Provides technical support, and performs computer analysis and solutions for geotechnical-related construction problems.
Analyzes and provides solutions for high-risk geologic hazards
Writes specifications related to geotechnical/geological items.
Perform technical reviews of permits.
Review and evaluation of NEPA documents.
Evaluate proposals, plans, and permit applications submitted by the public and/or industry to protect groundwater from an impairment, or to restore groundwater quality in accordance with regulations policies, and guidelines.
Develop appropriate and timely formal written recommendations and directions in response to proposals, plans, and applications submitted by the public and/or industry.
Provide technical assistance to the public and/or industry to improve and expedite the implementation of effective voluntary or required plans, proposals, and applications.
Conduct field investigations and inspections as needed to resolve groundwater violations and complaints.
Review monitoring reports, site inspection reports, and other correspondence related to the facilities.
Maintains databases of monitoring for each facility as an aid in evaluating compliance.
Meet and communicate with concerned citizens and environmental groups with respect to environmental concerns associated with energy development.
From an environmental perspective, may review, analyze, evaluate, and interpret technical (biological, chemical, geological, and hydrogeological) land, water, and/or property data.
Makes recommendations with respect to the technical data and reports and enforcement issues.
Measures, monitors, regulates, and manages resources, and resource utilization in accordance with applicable laws, regulations, and court decrees.
Inspects facilities, structures, and permits for compliance, completes engineering and hydrologic analysis; mediates disputes.
Resolves conflict between technical opinions and personalities in a positive manner and works cooperatively with internal and external stakeholders to achieve the objectives and requirements of the program and department.
Conducts complex analysis of problems using data collected through physical measurement, laboratory analysis and results, and field inspection.
Affixes PG/PE stamp to performed work.
Qualifications
PREFERENCES:
Bachelor’s Degree required with a preference in geology or geotechnical engineering PLUS two to four years of progressive work experience in Geology with acquired knowledge at the level of a Geologist II.
KNOWLEDGE:
Skill in interpersonal relations with staff, peers, other agencies, the public, elected officials, and adversarial parties.
Strong oral and written communication skills with proficiency in explaining complex technical and or regulatory issues.
Experience in Geologic/hydrogeological principles and/or engineering analysis as applied to groundwater quality investigations, groundwater and aquifer characterization, contaminant fate and transport, design, and construction of remediation systems, evaluation of aquifer test data, aquifer sensitivity/vulnerability mapping, and determination of zones of the contribution of groundwater supply wells.
Ability to manage multiple projects and coordinate with other personnel on similar projects as necessary.
Skill in the interpretation of rules and regulations
Ability to be resourceful, solve complex problems, meet deadlines, make decisions, travel, and work in the field.
Knowledge of current principles of Geology (Groundwater) /Geotechnical Engineering.
Knowledge of Federal, State, and local rules and regulations.
Knowledge and experience with databases, spreadsheets, and GIS software
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Geology/Geotechnical Engineering)
Experience:
1-2 years of progressive work experience in Geology with acquired knowledge at the level of a Geologist II
Certificates, Licenses, Registrations:
Professional Geologist License (PG) or Professional Engineering License (PE) at time of hire. (Wyoming PG or PE required within six months of hire date.)
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Participation in the various groups as Wyoming's representative may sometimes require extensive travel.
Ability to traverse uneven terrain and work in various temperature conditions.
