Position SummaryAs the Medicaid Financial Accounting Manager in Moda’s Accounting department, you will oversee one direct report (a supervisor), who oversees a team of three GL accountants. You will work collaboratively with this group, as well as with the broader GL team of approximately 20, to ensure the complete and accurate accounting and reporting of the Company’s financial data for four different entities. These businesses are associated with the coordinated care organization (CCO) model for administration of the Oregon Health Plan (OHP) as governed by the Oregon Health Authority (OHA) – a complex and important segment of Moda’s enterprise. Additionally, you will regularly interact with a broader group both in and out of the accounting department, as well as interface with various financial stakeholders external to the Company.This is a hybrid position based in Portland Oregon. Pay Range$124,802.84 - $151,725.15​​​ annually (depending on experience)

Required Skills, Experience & Education:

  • Bachelor degree in Accounting or Finance; Accounting preferred.

  • 6+ years financial accounting experience in escalating roles.

  • Public accounting experience required.

  • Supervisory experience required.

  • Active CPA license required.

  • Strong understanding of accounting concepts and Generally Accepted Accounting Principles (GAAP);

  • Understanding of Statutory Accounting Principles (SAP) preferred but not required.

  • Experience working with or within CCOs preferred but not required.

  • Strong analytical and problem solving skills, including understanding of T-Accounts, and ability to work through difficult accounting scenarios.

  • Experience with various forms of financial reporting, including preparation or review of financials, footnotes and electronic tie outs.

  • Ability to lead and motivate a team to work collaboratively as a group as well as drive and maintain individual ownership amongst staff.

  • Strong verbal, written and interpersonal communication skills.

  • Ability to work well under pressure to meet strict deadlines, maintain flexibility to shift priorities and reprioritize (both for individual workload as well as supervised team), and to keep stakeholders appraised of status.

  • Strong time-management and organization skills; ability to move multiple work streams forward at once and actively prioritize projects.

  • Proficiency with Microsoft applications (Word, Excel, PowerPoint). Use of pivot tables, vlookups, and other moderately difficult Excel functions required.

  • Willingness to work additional hours when necessary.

  • Ability to maintain confidentiality and project a professional business image with both internal and external parties.

Primary Functions:

  • Collaborate with supervisor and financial accountants on the general body of work related to Moda’s Medicaid businesses. This includes workflow management planning related to the successful completion of monthly, quarterly and annual financial statement workstreams. During the initial training period, this Manager could be asked to perform routine steps in the financial close process so as to learn the how these functions are performed.

  • Ensure the integrity of the GAAP general ledger by overseeing the monthly financial close for the Company’s Medicaid entities (Eastern Oregon Coordinated Care Organization, OHSU Health IDS and ODS Community Health). Partner with the supervisor on detailed journal entry and reconciliation review as well as detailed review and analysis of financial results. This can also at times include acting in a preparer capacity for more difficult and complex subjects, and/or assisting with the team’s workload if the need arises.

  • Ensure that 100% of account reconciliations are completed monthly by direct reports and perform detailed review of determined reconciliations. Must have the ability to assist in working through challenging reconciliation topics, performing research as necessary, etc. Additionally, ability to create appropriate reconciliations for new accounts or processes as needed (i.e. assess appropriateness of ending account balance and develop reconciliation approach from scratch).

  • Perform detailed review of extensive quarterly and annual financial reporting that is submitted to external regulatory bodies and various external business partners for the entities named above (primarily SAP basis).

  • Lead the preparation effort of end-to-end process and control documentation for Medicaid entities. This could include narrative format as well as flow charts. These work products would be used to assist in external audits as well as for general learning / documentation within the team.

  • Stay up to date on all things OHA / Medicaid (attending meetings/webinars, reviewing communications and publications, etc.). There are numerous filings throughout the year that are a collaboration between Accounting, Medicaid Services, Data Analytics, Actuarial and others. The Accounting team is often the central figure for the coordination and preparation of these work products. This Manager role needs to be well versed in the details and have the ability to collaborate cross departmentally to lead and facilitate these efforts.

  • Ability and initiative to drive the area overseen toward continuous improvement – specifically seeking to have documentation that is of high quality (audit worthy). Work with team on cross training initiatives and continuously creating documentation that is able to be reperformed by non-primary preparers.

  • Assess appropriate cadence and structure for performing forecast vs actual work for Medicaid entities. Maintain ownership over timely period-end forecast vs actual analysis, working with supervisor and entity accountants, FP&A team and actuarial team.

  • Prepare financial presentations for these entities’ Finance Committees, Board of Directors and Owners meetings. Ultimately, this role will need to have the ability to travel periodically to out of town meetings (generally Eastern Oregon) and participate in formal presentations on financial topics.

  • Perform technical research as required and apply researched topics in a consistent manner. Ability to write technical accounting memos complete with ASC or SAP research, T-Accounts, JEs, etc.

  • Work collaboratively with both supervisory team and direct reports in order to maintain adherence to close calendar, both for monthly close as well as quarterly and annual close. Maintain a positive team dynamic and engage regularly with Medicaid accounting team.

  • Work with other departments as necessary to ensure financial statements are complete and accurate; work to understand and/or test the completeness and accuracy of key sources of data (key reports, key spreadsheets, etc.).

  • Train and develop GL Accountants to become more knowledgeable about the relevant entities and to generally develop their accounting and reporting skills. Determine ways to provide cross training opportunities for GL Accountants to further grow and diversify each GL Accountant’s skill sets. Responsible for completion of annual review for one direct report (supervisor), and oversight / assistance with 3 indirect reports.

  • Demonstrate continuous effort to exhibit ownership over key responsibilities, improve operations, and streamline work processes to create efficiencies.

  • Collaborate regularly with supervisory team over the general body of work to be performed, both by GL Accountants as well as by supervisory staff. Perform other duties or projects as assigned based on general capacity and team needs.

Working Conditions & Contact with Others

  • This position works closely with others in the Accounting department (approximately 40 people), as well as with others throughout the Company including the areas of: Medicaid Services, Underwriting & Actuarial, IT, Claims and Benefit & Provider Configuration. Externally, this position will work with external auditors, state regulators and various other plan partners. Attendance and participation at meetings will be required.

  • Extensive close keyboard and PC work, constant sitting (stand up desks available if in line with company policy). Work in excess of standard work week
