Summary This position is located in the IHS Office of Quality and Enterprise Risk Management, Division of Enterprise Risk Management. The incumbent will serve as an Enterprise Risk Management (ERM) Advisor and provide expert advice and guidance on the agency's ERM program for healthcare risk assessment and management in the development and maintenance of IHS' risk infrastructure, including trainings, tools, methodologies, and policies. Enterprise Risk Management Infrastructure: Manage the processes that support identification of risks, issues, and opportunities in operational processes in addition to those detected through external oversight reports and assesses corrective action and mitigation plans to ensure root cause is being addressed and not creating new, unaddressed risks for the organization. Lead multidisciplinary workgroups to develop data-driven and evidence-based remediation strategy options for non-compliance and high-risk areas. Participate in the development of directives, policies, and procedural documentation by assessing proposed and pre-decisional guidance. Data Analytics and Reporting: Support agency risk-governance activities by managing the IHS Enterprise Risk Register and reporting out on initiatives addressing enterprise risks. Develop and deliver reports and presentations to IHS Area leadership that inform on a range of topics pertaining to risk and internal controls. Maintain systems that track risk and internal control information. Serves as subject-matter expert to development teams for all system enhancements/defects management. Maintain files on ERM-related data and applies analytical methods to determine trends, patterns and irregularities, researching applicable standard operating procedures, directives, regulations, and laws. Training: Collaborate with the Division of Compliance to coordinate training and communication with IHS operating units including Areas and medical facilities in support of standardized risk management and internal control frameworks and escalation processes. Oversee education and training for ERM subject matter experts and individuals at all levels of responsibility on topics pertaining to IHS's enterprise risk management and internal control framework. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. BASIC REQUIREMENT(S): Management and Program Analysis Series 0343 (opm.gov) In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower (GS-13) grade level in the Federal service obtained in either the private or public sector. Qualifying examples of specialized experience must include but is not limited to: Experience developing and managing Enterprise Risk Management (ERM) program functions to include; risk taxonomy, risk assessment criteria, risk repository, ERM policies and procedures, as well as a GRC framework, AND; Experience conducting research and designing quantitative and qualitative methods to evaluate the effectiveness and efficiency of program, operation and administrative processes. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit.
