Summary This position is located in a State or Area Office in USDA/Rural Development (RD). The incumbent administers complex aspects of the single family housing direct loan program for an assigned area. This position may be eligible for hiring incentives. Initial cutoff date for referral consideration will be 6/9/2024. This position is not remote or virtual. The employee will be expected to report in person to the assigned duty location. Responsibilities Meets with organizations’ representatives to communicate Rural Development needs and requirements, determine availability and nature of support offered/needed, coordinate timing/delivery of support to be provided/obtained. Visits existing properties and proposed sites to assess environmental/historical impacts and to evaluate the suitability of structures and building lots for the program. Reviews file for completeness and compliance with all prescribed regulations and practices before loan closing; prepares draft loan closing documents and reviews with the applicant at the time of loan approval. Prepares documentation and conducts loan closings; works with attorneys, as needed, on those which exceed established monetary thresholds. Administers a diverse array of single-family housing programs. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-09 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates an understanding of mortgage loan making/servicing and credit principles and practices in order to assess the fundamental soundness of single-family housing loans and to independently examine applications, supporting documents, and credit reports, and maintain servicing activities on small mortgage loans. Experience may have been gained in work equivalent to furnishing information to borrowers and applicants on loan programs, eligibility requirements, financial and credit requirements; analyzing information provided by loan applicants, determining eligibility for mortgage loans, and making loan recommendations to a senior employee; assisting senior level employees in initiating action to graduate borrowers who are eligible for other credit sources; and participating in providing credit counseling to all borrowers and debt adjustment services. OR Possess a master's or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree OR an LL.B. or J.D., if related (see qualifying fields of study below). Equivalent combination of education and experience are qualifying for this grade level. GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates knowledge and experience in evaluating financial situations, credit risk factors, and researching and applying various laws, rules, and regulations pertaining to credit; experience in reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; Conducting on-site inspections to determine whether a property is occupied, etc. Evaluating repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. Equivalent combination of education and experience are qualifying for this grade level. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. This position requires a favorable credit check as part of the background investigation.
