Federal Acquisition Service Lead Procurement Analyst in United States
Summary You will serve as a Lead Procurement Analyst in the Office of Contract Operations, Division A, PSHC University Branch with responsibility for program development and implementation of program objectives. Location of position: GSA-FAS-Office of Professional Services and Human Capital (PSHC). This position will be a virtual/full-time telework position. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Designs, develops, and delivers innovative training curriculum to enable compliance with mandated certification programs for the Acquisition Workforce (AWF). Provides oversight and direction to the Acquisition staff in preparing responses to audits, inspections and Administrative inquiries (FOIA’s) that come into the Portfolio. Participates in conducting training for the AWF to improve acquisition practices and in the formation and implementation of Center level strategies. Initiatives are developed and tailored for AWF implementation. Monitors and controls transactions, prepares special reports and recommends suggestions on modifying existing programs. Ensures acquisition policies and operating instructions are followed by the AWF. Assesses the skills, performance, productivity and talents of employees and preparing written evaluations with supporting advice for improvement and knowledge. Manages a team of students and the associated workload; trains junior contract specialists, works with peers to provide a consistent training experience to include both technical acquisition training and guidance, as well as a more broad introduction to GSA, healthy workplace practices such as team building, and soft-skills training. Ensures that the organization’s strategic plan, mission, vision and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services. Leads the team in identifying, distributing and balancing workload ensuring tasks are in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. The GS 13 salary range starts at $103,409 per year. 1102 Qualifications GS-13 & above: You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is experience analyzing and evaluating acquisition activities and programs in order to provide recommendations and planning for an organization's procurement program. This experience must include: Interpreting and providing recommendations on contracting policies and procedures; Reviewing and evaluating a diverse range of complex contracts for accuracy and compliance with regulations; and Serving as a subject matter expert on acquisition systems providing training for use and analyzing data for reporting.
