Public Buildings Service Lead Contract Specialist in United States

Summary As a Lead Contract Specialist, you will operate in a dual capacity as a team leader over lower graded staff and personally performing the contracting actions assigned to the team within the geographic branch. Location of position: Public Buildings Service (PBS), Office of Project Delivery, Office of Special Programs, Acquisition Management Branch We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Serves as senior-level Contract Specialist for pre-award and post-award functions involving highly specialized procurement of significant Government-wide importance. As an expert specialist, devises procurement strategies required to support major acquisitions that are strategically vital to customers in their mission accomplishment and substantively impact the local business community and the general public as well. In this capacity, develops, prepares, negotiates, awards, administers and terminates assigned contractual vehicles and/or task orders for a variety of highly complex service type contracts, and/or other highly specialized procurements of significant importance to customer agencies involving national contracts and/or other specialized acquisition projects. Representative at this level is projects involving the broad range of construction and architect & engineering (A/E) contracts, furniture, move services, studies, and related contractual actions for large laboratories, Federal Office Buildings an/or other new high-rise or state of the art facilities. Leads procurement team members in the acquisition and development of changes to these highly technical and economically complex, multi-year contracts and participates in the development of statements of new requirements based on changes in the design and construction industry, or applicable services industry, and the most acceptable performance standards. Serves as advisor to program officials in procurement planning meetings, providing technical advice regarding the procurement objectives to be used and assisting in preparing statements of work. Analyzes a wide range of complex customer requirements and negotiates various memoranda of agreement as required; develops and leads associated marketing and business development initiatives and functions as a liaison between customer agencies and vendors. Prepares project completion schedules, incorporating definitive project review, control, and status reporting processes and requirements, and determines which phases of the project will be performed by in-house personnel or under contract. Analyzes prospective vendors’ capability to perform under the terms of the contract, assessing potential effectiveness in meeting all technical and administrative contractual requirements. Represents the team consensus and convey the team’s findings and recommendations in meetings and dealings with other team leaders, program officials, the public and other customers on issues related to or that have an impact on the team’s objectives, work product sand/or tasks - Estimates and reports to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives. Researches, learns and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. (Locality will be based on the duty location of the selectee) You must meet the requirements in 1, 2, or 3 below: All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is experience utilizing contracting regulations, policies, and procedures to: perform the full range of pre-award and post-award activities on various contract types such as fixed price, fixed price economic price adjustment, various cost type contracts, requirements contracts, performance based acquisitions, and multiple award schedules; defend pre-award and/or post-award protests, contract claims, and contract disputes; work as part of an effective, integrated project team as well as work collaboratively with junior contract specialists and coworkers. Examples should detail evidence of professional potential, business acumen, strong oral/written communication, and relationship building in order to procure a variety of complex or specialized products and/or services.
