About the Position: Army Contracting Command provides global contracting support to a diverse customer base in support of the Joint Warfighter. Responsibilities Participates in negotiation conferences with senior Government officials and industry corporate officers. Leads the team in identifying, distributing, and balancing workload and tasks among employees. Communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues. Develops acquisition objectives and milestones to obtain the contracted services within the timeframe demanded the particular project. (Pre-Award). Performs contract management functions in accordance with Federal Acquisition Regulations and contractual agreements. (Post Award). Serves as a warranted Lead Contracting Officer (KO). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Additional information about transcripts is in this document. Basic Requirement for Contract Specialist: Bachelor's degree (or higher degree) from an accredited educational institution. (Note: You must submit college transcripts with your application. Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University). OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Applying Federal Acquisition regulations to Pre and Post-Award contract management functions; 2) Experience conducting contract negotiations to establish negotiation objectives; 3) Performing price/cost analysis to determine reasonableness; 4) Developing acquisition milestones within the framework of contracted agreements; AND 5) Planning work assignments or reviewing work for completion and accuracy. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This is an Army Acquisition, Logistics and Technology Workforce position. Must meet position requirements for Professional Contracting Certification within 36 months of entrance on duty. Serves as a warranted Lead Contracting Officer (KO), performing a full range of pre-award and post-award duties. As a Lead Contracting Officer (KO), the incumbent will be authorized up to an unlimited warrant in support of contract requirements, high-dollar, and mission essential acquisitions. This position may be eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis.
