GENERAL DESCRIPTION:

This position will help facilitate the Department of Workforce Services mission by allowing services to reach Wyoming citizens effectively. Position duties include monitoring funding levels, budgets, expenditures, and obligations. This position will also perform periodic analysis and reporting for the department and for audit purposes.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Serves as the primary contact with fiscal and division staff

  • Monitors, inputs, reviews, and approves fiscal data, including budgets, in the state's accounting system (WOLFS)

  • Prepares monthly, quarterly, and annual fiscal reports for assigned programs

  • Coordinates grant activities and monitors grant expenditures and budgets

  • Develops and installs accounting systems, records, methods, and procedures to address requirement changes

  • Performs annual year-end closing and reporting requirements and assists with annual audits

  • Ensures adequate internal controls, manual and automated system documentation, workflow processes and procedures for multiple internal financial systems are in place to provide timely and accurate information

  • Reviews monthly financial data reports from WOLFS; reconciles and performs any changes.

  • Monitors expenditures to meet GAAP requirements

  • Reconciles program reports with WOLFS and other state reports

  • Prepares ad hoc fiscal reports from data stored in WOLFS

  • Oversees purchasing, accounts payable, inventory, fixed assets, vehicle management, contracts, grants, accounts receivable, and funding

Qualifications

KNOWLEDGE:

  • Knowledge of Generally Accepted Accounting Principles (GAAP), pertaining to government accounting systems.

  • Knowledge of principles, concepts, and current practices of government management, including budget development, personnel management, purchasing management, and administrative policies

  • Knowledge of methods and techniques of fiscal auditing

  • Knowledge of the maintenance of accounts, including fund accounts and balancing the accounts to the different systems involved

  • Skills in interpreting complex grant funding requirements, submissions, and budget projections

  • Skills in oral and written communication

  • Skills in efficient time and work management

  • Skills in organization and planning

  • Skills in evaluation, policy, and decision making

  • Skills in the use of financial management software including word processing, spreadsheets, and databases

  • Ability to interpret State and Federal laws and regulations regarding grant administration

  • Ability to handle a high degree of detail in everyday work

  • Ability to analyze information and formulate conclusions

  • Ability to work independently

  • Ability to work efficiently under stressful situations

  • Ability to draft special reports as required

  • Ability to analyze financial reports and choose appropriate accounting methods to provide required data

  • Ability to maintain a good working relationships with staff members and others outside the division

  • Ability to plan, assign and monitor the work of others

  • Ability to train new employees

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Finance)

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

  • Minimal travel necessary, 0-2 days per year
