GENERAL DESCRIPTION:

The Chief Financial Officer will be responsible for overseeing all elements of the Wyoming Stable Token Commission’s financial operations. The CFO will manage the agency’s operating budget; perform budget-to-actual analysis; derive financial projections based on WYST demand and prevailing interest rates; and oversee the implementation and performance of internal controls, reserves management, audit and attestation, and consolidation of the agency’s financials into the state’s Annual Comprehensive Financial Report; as well as any other duties or responsibilities as determined by the Commission or Executive Director. The CFO will perform these tasks in compliance with relevant domestic regulations, including but not limited to GASB. The CFO will report to the Executive Director with a direct line to the Commission.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Financial Strategy and Planning: Develop the Commission’s financial strategy, including long-term financial planning, investment strategies, and risk management. This includes analyzing market trends, identifying financial risks and opportunities related to the stablecoin market, and ensuring that the Commission’s financial strategy aligns with its goals (i.e. public goods).

  • Risk Management: Identify and manage financial risks related to the issuance and management of WYST. This includes liquidity risk, credit risk, operational risk, and market risk. Facilitate risk mitigation, in coordination with the CRCO, with oversight of a robust risk management framework and practices.

  • Portfolio Oversight: Coordinate with the State Treasurer’s Office and/or external third-party investment manager to review the portfolio of financial instruments backing Wyoming Stable Tokens on a recurring basis. This includes providing direction to the portfolio manager as applicable and in compliance with federal and state laws.

  • Liquidity and Treasury Management: Perform frequent reviews of liquidity needs based on trailing averages of WYST redemption, and ensure there is adequate cash on hand to meet redemption requests while optimizing the return on reserve assets.

  • Internal Reporting: Provide reports to the Executive Director, Commission, and other legislative bodies on financial matters on a recurring and as-needed basis, inclusive of monthly Commission meetings. This includes updates on the budget, burn rate, revenues, projections, and any related recommendations.

  • Budget Tracking & Distributions: Track Commission expenses on a weekly basis, facilitate the disbursement of funds to external vendors and reimbursements to agency members, and perform a monthly reconciliation process with support from the Executive Director.

  • Industry Monitoring:Stay informed of emerging trends, advancements, and best practices in stable token technologies to inform the Commission's strategies and activities.

Qualifications

PREFERENCES:

Bachelor’s Degree in Accounting or Finance from an accredited university.

Chartered Financial Analyst (CFA) certification preferred, in good standing with appropriate continuing education(CE) credits.

10+ years of CFO, Controller, or Director-level experience and commensurate experience with SOX compliance.

Hands-on experience with blockchain and digital assets.

Remote role; Wyoming preferred.

KNOWLEDGE:

  • Subject Matter Expertise:Expertise in the generation and review of financial statements, budgets, projections, and models.

  • Understanding of Financial Services and Regulation: Deep understanding of currency, banking, securities, and other financial system aspects as they relate to the issuance of a stable token.

  • Digital Asset and Stablecoin Specifics: Comprehension of the methodologies for pegging stablecoins to a basket of underlying assets, whether fiat or asset-backed.

  • Counterparty Coordination: Adept at effectively communicating with internal (e.g. State Treasurer’s Office) and external (e.g. auditors, regulators, etc.) stakeholders in a professional and proactive manner.

  • Incident Response and Management:Proficiency in handling inbound inquests from domestic regulators.

  • Strong Ethical Standards:Ability to identify and manage potential conflicts of interest in the digital asset and blockchain industry. Full compliance with state ethics and disclosure laws, orders, and regulations.
