Job Summary

Under administrative direction, is responsible for performing professional level work directing the activities of a division which provides a broad range of management, contract administration, and architectural/engineering services in the development and implementation

of Capital Improvement Projects. Working conditions are primarily in an office environment. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

7:45 a.m. - 4:30 p.m., Monday - Friday

Essential Job Functions

  • Develops administrative and operational plans in conjunction with the Department Director in order to accomplish project completion as efficiently as possible.

  • Formulates overall Capital Projects implementation strategy.

  • Prepares project status reports based on project control team reports and feedback.

  • Compiles construction data and coordinates with City Public Service, San Antonio Water System, and public, private and franchised utility companies to expedite the relocation of utilities.

  • Establishes priorities and goals for project control teams.

  • Visits project job sites and reviews contractor job progress.

  • Resolves construction related conflicts and disputes.

  • Prepares budget input data.

  • Prepares council agenda items (i.e.; proposal acceptance, services contracts, additional fees, construction contract award, field alterations, additional construction funds, railroad and State Highway agreements).

  • Initiates and revises project cost data reports and approves payments to consultants, contractors, etc.

  • Prepares and submits bond fund sale and CDBG fund needs and status of funds.

  • Initiates interest statement packages, monitors Architect/Engineer contract schedules and maintains Architect/Engineer master lists.

  • Performs related duties and fulfills responsibilities as required and as directed.

Job Requirements

  • Bachelor's Degree from an accredited college or university.

  • Five (5) years of increasingly responsible experience in Management Administration, Budget/Finance, or Capital Projects Administration, including knowledge of construction management.

  • Valid Class "C" Texas Driver's License.

Preferred Qualifications

  • Previous Supervisory experience.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Knowledge, Skills, and Abilities

  • Knowledge of construction management and sequencing of engineering, utilities, right of way, and construction activities.

  • Knowledge of professional service and construction contracts (i.e. architectural, engineering, highway, and building).

  • Knowledge of principles and practices of supervision, training, and personnel management.

  • Knowledge of principles of accounting.

  • Knowledge of City standards and specifications related to construction.

  • Ability to operate a computer keyboard and other basic office equipment.

  • Skill in utilizing a personal computer and associated software programs.

  • Skill in project scheduling.

  • Skill in operating a two-way radio.

  • Ability to establish and maintain effective working relationships with City staff and the general public.

  • Ability to determine the amount, type, and cost of items involved completing additional work to ensure a fair and equitable price is paid for an additional work.

  • Ability to identify and resolve problems.

  • Ability to negotiate acceptable solutions.

  • Ability to formulate, analyze, and interpret construction progress schedules.

  • Ability to read and interpret construction plans.
