Summary Pathways Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. Responsibilities The Recent Graduates Program provides individuals, who have recently graduated from a qualifying educational institution or program, with developmental opportunities in the Federal Government. Participants must have obtained a degree, or completed a qualifying career or technical education program within the preceding 2 years. Upon successful completion of the program, if you are a United States citizen, you may be non competitively converted to a permanent position, or in some circumstances a term appointment in the competitive service. Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to: Successful completion of at least 1-year of continuous service; Completion of at least 40 hours of interactive training; Demonstration of successful job performance; and Meet the qualification standards for the position to which the Recent Graduate may be converted. Plan, direct, control and coordinate all activities during assigned reviews.- Perform qualitative and quantitative research in a collaborative environment for the purpose of gathering background and other information to learn the audit subject's environment.- Gather data relevant to the audit, compares observed results, and develop work papers that are organized, indexed and cross-referenced to evidential matter relevant to the audit. Conduct interviews with the audited entity, take notes, and prepare written narratives of results of audit discussions with auditees. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience GS-09: To be qualified for this position at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level. This experience is defined as: * Conducting segments of audits; AND * Preparing work papers using an automated auditing software program; AND * Collecting, analyzing, and summarizing evidence to support audit conclusions; AND * Researching laws, regulations, guidelines, and procedures. OR Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Specialized Experience GS-07: To be qualified for this position at the GS-07 level, you must have at least one year of specialized experience equivalent to the GS-05 level. This experience is defined as: * Assisting more experienced auditors with conducting segments of audits; AND * Preparing work papers using automated auditing software; AND * Researching laws, regulations, guidelines, and procedures. OR Education: One full year of graduate level education in a related field; or Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); or grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society. (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Education Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
