Summary Pathways Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. Responsibilities The Recent Graduates Program provides individuals, who have recently graduated from a qualifying educational institution or program, with developmental opportunities in the Federal Government. Participants must have obtained a degree, or completed a qualifying career or technical education program within the preceding 2 years. Upon successful completion of the program, if you are a United States citizen, you may be non competitively converted to a permanent position, or in some circumstances a term appointment in the competitive service. Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. Plan, direct, control and coordinate all activities during assigned reviews. - Gather data relevant to the audit, compare observe results, and develop work papers that are organized, indexed and cross-referenced to evidential matter relevant to the audit. - Identify opportunities and issues, and proactively acts and follows through on work activities to capitalize on resolve them. - Lead the efforts of one or more auditors in research, fact-finding, interviewing, analysis, and formulation of findings and recommendations. - Perform qualitative and quantitative research in a collaborative environment for the purpose of gathering background and other information to learn the audit subject's environment. Specialized Experience For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience is defined as: - Conducting segments of audits; AND - Preparing work papers using an automated auditing software program; AND - Collecting, analyzing, and summarizing evidence to support audit conclusions; AND - Identifying controls over operations and recognizing weaknesses in controls; AND - Researching laws, regulations, guidelines, and procedures. OR Education: Master's degree or equivalent or 2 years progressively higher education leading to such a degree, or an LL.B. or J.D. if related (or will attain within 9 months of application). (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Education Education Requirements:. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
