Buyer II Global Technical Systems (GTS) provides innovative, cost-effective, high-tech engineering products and product-based services encompassing latest generation software and hardware solutions and engineering services for defense, homeland security, and other critical Government interests. GTS products and services span a spectrum that includes: mission-critical combat systems processors; C4ISR; technology development including threat detection, biometric identification systems, and composite applications for munitions, armor and energy storage; avionics test systems; and lifecycle logistics support and repair. Our Headquarters office in Virginia Beach, VA is searching for a Buyer II.

General Description The Buyer II is responsible for sourcing, negotiating and purchasing materials, equipment, supplies and/or services from vendors as may be required to support customer contracts and other company needs in accordance with established policies, procedures and the laws as provided within the FAR, DFAR and ITAR and other government regulations. Principal Duties and Responsibilities:

  • Compiles records and creates reports in relation to bids, materials, inventory, vendors etc.
  • Ensures compliance with internal purchasing and requisition policies and procedures to include strict adherence to FAR, DFAR, ITAR and GTS' internal ISO procedures and regulations
  • Responsible for data entry and expediting Purchase Orders
  • Carries out a broad range of assignments, usually involving purchases of more critical and complex items requiring extensive or specialized knowledge and experience
  • Prepare bid documents for solicitation and to evaluate responses
  • Reviews Requisitions
  • Coordinate with internal customers in planning to ensure accurate and timely submission of RFQs and RFPs
  • Interfaces with all departments and resolves problems and issues as necessary
  • Helps maintain inventory tracking system
  • Keep informed of available goods and services by checking commercial catalogs, contact files,and listings of firms offering particular goods, and through informal contacts with sales representatives, suppliers, and buyers from within GTS and other organizations
  • Contacts vendors to obtain product or service information such as price, availability and delivery schedule
  • Continuously communicates with vendors to find and maintain status of orders
  • Identifies vendors, obtain quotes, negotiate pricing, terms, delivery and other terms and conditions
  • Responsible to maintain new supplier data
  • Contacts vendors with discrepancies with quantity and quality
  • Recommends and selects suppliers for award of Purchase Orders
  • Assist other Departments when required and other duties as assigned

Work Experience Requirements: 7+ year experience with USG Procurement; Commercial Procurement in a Supply Chain Procurement Role; Experience with any ERP system; 3+ years experience in Logistics.

Educational Requirements (or equivalent): High School of equivalent

Working Conditions: This position operates in a professional office environment and typically works 40 hours weekly. In this position the employee routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, scan/fax machines. While performing duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, use hands and to reach with hands and arms. Work may require some physical effort in the handling of light materials, boxes or equipment and light lifting less than 30 lbs. While performing duties of this job the employee may be exposed to a warehouse environment and should exercise suitable safety precautions. Essential Skills Experience:

  • Communication proficiency; Ability to communicate clearly and concisely in both a verbal and written format

  • Computer skills - In addition to Costpoint ERP, must be proficient with Microsoft Office (Word, Excel, etc.) DoD / DHS experience
  • Knowledge of FAR/DFAR and ITAR regulations regarding Purchasing
  • Ability to perform detailed work related to purchasing. Show good judgment, accuracy and promptness, while ensuring confidentiality
  • Firm understanding of purchasing methods, procedures and specification preparation
  • Knowledge and basic experience in cost and price analysis
  • Knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measure, deliveries, stocks and shipments

Beneficial Skills/Experience:

  • Interpret blue prints and have the ability and knowledge of interpreting complex engineering drawings and 3D models with the assistance of internal customers, where applicable, to assist with developing Bill of Material requirements
  • Ensure all material requirements are identified and priced during the proposal process
  • Some compliance background and knowledge with government audits
