Job Summary
Under administrative direction, perform highly specialized duties for assigned unit(s) related to the College of Veterinary Medicine Human Resource Service Center (HRSC) including processing HR and payroll-related transactions, resolving issues or processing questions from departmental or unit administration staff, as well as applying policies and regulations consistently and accurately for assigned units.
Duties & Responsibilities
Appointment Transaction Coordination, Processing and Daily Oversight
1. Provide functional daily oversight for assigned unit(s) in CVM.
2. Process and review appointment and payroll related transactions using various systems (JDXpert, Cornerstone, Banner, etc.).
3. Review and monitor HR transactions for adherence to college, university and governmental policies and approve to Campus HR units, resolving issues as they arise.
4. Complete the I-9 Employment Eligibility in Tracker I9 for new hires and re-verifications for foreign national employees, ensuring adherence to campus and federal policies/regulations.
5. Compose HR or payroll-related correspondence to employees, departments, and campus units, as needed.
6. Coordinate and track the hiring process for assigned unit, including new hire requests, fill vacancies, submit background check requests, request reclassifications, process appointment changes, request mid-year increases, and process retention offers. Provide guidance and assist with format and wording of job descriptions to describe duties accurately and succinctly. Advise on appropriate titles.
7. Split time in the office between the HR Service Center and the Veterinary Teaching Hospital to best serve customers.

1\. Approve of bi-weekly payroll via web-time as necessary. Responsible for reviewing accuracy and policy compliance of hours reported which include complex shift differentials and holidays for non-standard employees. Identify the need for pay adjustments and ANA\'s and process accordingly. 2\. Maintain and serve as a resource for the college\'s leave tracking electronic system. Update PEALEAV as necessary, utilizing reports from the leave tracking tool. 3\. Track employee FMLA usage, communicate to employees and supervisors regarding approvals, appropriate usage and exhaustion of leave benefits.Policy and Contract Application
1. Understand and interpret applicable collective bargaining agreements related to employment policies and payroll.
2. Serve as liaison for workers\' compensation claims between Claims Management and the VTH.
3. May compose authoritative correspondence related to disciplinary memos, policy interpretation or general employee relations.
4. Serve as escalation point to HR Director for issues within assigned unit(s) related to labor and employee relations or performance issues to be addressed through the performance partnership program.
Other
1. Attend HR, ISSS and payroll training sessions as necessary. Attend HRSC and campus HR meetings regularly. Relay information which may be new to campus or university policy, or processing updates as appropriate.
2. Maintain employee files, electronic and paper formats, keeping information filed and up-to-date.
3. Function as support for other HRSC staff in regard to completion of tasks when necessary.
4. May participate in college committees as required and convey perspective from an HR standpo nt to the college.

The College of Veterinary Medicine Human Resource Service Center provides essential support to over 600 faculty and staff. The workload is busy, yet manageable, providing satisfaction to highly motivated, solution-focused employees.
Minimum Qualifications
Bachelor\'s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration, or a field closely related to the position. Two (2) years of work experience performing professional-level human resources duties.
Preferred Qualifications
Master\'s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
Experience performing professional-level human resources duties at the University of Illinois.
Knowledge, Skills and Abilities
Knowledge of University of Illinois employment transaction processing, HR policies, payroll and salary reconciliation and resolution skills.
Ability to be organized and possess excellent oversight, in addition to being detail-oriented, utilizing sound judgment to recognize and resolve exceptions and issues.
