National Park Service Supervisory Facility Operations Specialist in Tupelo, Mississippi

Summary This is position is located in Natchez Trace Parkway, in the facilities Division. Open to the first 50 applicants or until 07/11/2024 whichever comes first. Responsibilities The incumbent serves as the Program Manager for the Division of Facility Management, overseeing various national sites including Natchez Trace Parkway, Natchez Trace National Scenic Trail, Brices Cross Roads National Battlefield Site, and Tupelo National Battlefield. As a key member of the Park Management Team, the incumbent holds the responsibility to supervise and lead a diverse team of professionals. The team consists of one Civil Engineer (GS-0810-12), one Term Civil Engineer (GS-0810-12), five Maintenance Mechanic Supervisors (XC-4749-08), two Term Facility Management Support System Specialists (GS-1601-07), and one Facility Management Systems Specialist (GS-1601-09). Additionally, the incumbent serves as the second-line supervisor for approximately 67 WG employees. In summary, the primary duties of this position include overseeing the facility management programs, coordinating with multiple national sites, and effectively managing a team of dedicated professionals to ensure the smooth operations and maintenance of these historic sites. Natchez Trace Parkway (NATR) Information: The Natchez Trace Parkway is a tribute to the ancient travel route called the Natchez Trace, which has a rich history as one of North America's oldest transportation paths. Qualifications ADDITIONAL REQUIREMENTS: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. To qualify for this position at the GS-1640-13 grade level, you must possess of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-1640-12 grade level in the Federal service (obtained in either the public or private sectors). This specialized experience includes activities such as: experience includes a comprehensive knowledge of the theories, principles, practices, and techniques of facility and equipment maintenance pertaining to roads, trails, buildings, utilities and other unique constructed assets. Knowledge of the standards, procedures, and techniques of a wide variety of maintenance, design and construction methodologies utilized within parks sufficient to accomplish routine, annual and long-range asset planning. Skill in managing, planning, organizing, and directing a complex maintenance operation utilizing current facility management practices such as value analysis, life-cycle costs and choosing by advantages. Knowledge of procurement regulations and contract management requirements, including the development of contract specifications, analyze contract proposals, develop spending plans, manage project accounts, manage construction process; and Supervision of a workforce performing multidisciplinary facility and maintenance related trades.. Physical Demands: Although much of the work is done in the office setting, the incumbent must be able to access sites to assess impacts of storm damage, fires, flooding, and other natural catastrophes. Considerable mental and physical fatigue brought about by workload, shifting priorities, tight deadlines, and high stress situations occurs regularly. Work involves frequent on-site inspections requiring considerable walking, bending, climbing, and moderate lifting in all kinds of terrain and weather. Working Conditions: Work is typically performed in an adequately lighted and climate-controlled office. However, the work involves moderate risks or discomforts that require special safety precautions, e.g., working around field, heavy equipment. Employee may be required to use protective clothing or equipment. Temperatures often exceed 90 degree and humidity in the upper 80 percent. Storms with strong lightening, including hurricanes are frequent.
