Project Overview:

TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities. Job Summary:

Working in a multi-disciplinary team, an Engineering Manager is required to combine their leadership skill, technical experience, and knowledge for the management of design associated with development of the NEOM Mountain region. This role supports the Cluster Director in managing and delivering the design of the Project Infrastructure cluster in accordance with the Programme and NEOM requirements.

Project Infrastructure is responsible for a wide range of asset delivery that is required to be in place and operable on much shorter delivery timelines than the iconic assets at Trojena. Typically referred to as ‘temporary’ assets, they are delivered as design-build packages with 1520-year design life requirements to be fully compliant with international codes and standards, in full compliance with Saudi regulatory requirements. Project include packages such as NEOM office and residential complexes, operation and logistic buildings and utility yards, resource camps, site offices, temporary water pipelines and enabling works and utility packages for NEOM projects such as fueling stations, trauma clinic and training / skills centre.

A key part of this role is design coordination and integration with multiple Designers and NEOM, ensuring design delivery addresses the specification requirements of the NEOM stakeholders and closely controlled for schedule and suits the end user requirements. Coordinate and monitor the development of the Contractors planned activities and provide progress reports to the Cluster Director and Engineering Director, highlighting performance to plan.

Working with the Directors, the Engineering Manager shall establish regular meetings with the Contractors and other NEOM external stakeholder as required for managing, coordinating, and assuring the design review and approval process. Plan and organize the review of Contractors’ deliverables, interfacing with subject matter experts and design review teams. #LI-AR2

Major Responsibilities:

Establish/manage the overall engineering schedule, work quality, client satisfaction and contribute leadership, experience, and expertise in the solution of difficult problems.

Review major changes or deviations in project scope, and schedule, and assist particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.

Direct and provide technical and administrative guidance to assigned Project and/or discipline Engineers in the management of engineering work related to Project Infrastructure.

Coordinate and manage the review of deliverables produced by the Contractor, including schedules, reports, hazard and risk logs.

Coordinate and visit jobsite as required to resolve problems by interpreting drawings and documents.

Chair weekly Engineering progress meetings and other technical meetings as required.

Participate in engineering reviews including stage gate reviews, interdisciplinary design reviews and comments (IDR/IDC) as required by NEOM procedures.

Lead presentations to the Client team on all technical aspects for the work area package.

Provide guidance and ensure engineering quality design and compliance with NEOM requirements, local design guidelines, local codes, international codes, and standards for independent engineering firms that are carrying out the detailed engineering design.

Report progress, critical issues, and risk to the Project Infrastructure Director.

Conduct annual performance reviews.

Education and Experience Requirements:

Civil/Mechanical/Electrical Engineering or Architecture degree qualifications from an accredited university with 20+ years of relevant experience in design management. Specific degree courses that cover building services will be preferred.

Experience in planning, with understanding of international building code regulations and best practices for environmental and sustainable management (e.g. LEED).

Experience in design-build form of procurement with contractor.

Experience in field construction and inspection for initial acceptance.

Required Knowledge and Skills:

Thorough knowledge of discipline engineering techniques, the design of engineered systems and design calculations including Codes and Standards.

Knowledge of current computer applications for engineering and design including appropriate knowledge of CAD (both 2-D and 3-D) e.g. AutoCAD, MS Word, Excel and Adobe Design Suite software programs for managing design reviews.

A professional license from a recognized licensing or registration board is preferred.

Ability to solve problems by thinking laterally and be able to understand the requirements of client.

Ability to work in a multi-disciplinary, multi-cultural team and manage relationships across a range of entities.
