Job Duties: Under supervision of Grant Coordinator, the Grant Specialist prepares or consults on the preparation of grant and contract proposals and administration of grants, including reporting requirements, for the Kansas judicial branch.  The Grant Specialist assists the Grant Coordinator in seeking out and evaluating grant proposals and reviewing reimbursement requests, while monitoring compliance with federal, state, and local policies/procedures.

The Grant Coordinator position requires knowledge and skill in applying analytical and evaluative techniques to the identification and resolution of grants administration issues, flaws, regulations, agency policy, and other requirements that affect grant administration.  The Grant Coordinator maintains financial accountability and compliance of grant programs through comprehensive audits, financial records, review of expenditures, and documented program outcomes.  This position requires some overnight travel.

Examples of Work Performed:

  • Seek out and apply for grants that support and help fulfill the mission of the courts.

  • Collaborate with court staff throughout the state to find new grants, review grant proposals, fulfill current grant requirements, and close out grants.

  • Monitor awarded grants and create, analyze, and accurately provide necessary reporting data and information.

  • Serve as a point of contact for court staff managing grant funded programs.

  • Ensure grant funds are being spent appropriately and within policy.

  • Interpret complex federal and state guidelines related to grant management.

  • Use independent judgment in reviewing grant applications.

  • Assist with development of internal controls for grant funds that align with federal and state statutes, regulations, court rules and guidelines, policies, procedures, and generally accepted accounting principles (GAAP).

  • Provide documentation for reviews, audits, and accreditations. An essential part of the job will be collaborating with staff to respond to various grant applications and grant requirements.

  • Build relationships and work with federal and state government, non-profit, and private sector programs, and financial officers.

  • Ensure strong internal and external communications on status, issues, and expectations.

  • Coordinate multiple grants, deadlines, proposals, reports, with competing deadlines.

  • Generate standard reports on contracts and grant activities on an established basis or upon request.

  • Advise internal agency applicants in the development of federal grant fund applications and proposals.

  • Plan, coordinate, and implement grants education and training programs for employees and clients.

  • Cooperate with independent, regulatory, and third-party auditors in conducting audits by explaining accounting practices and systems, preparing requested materials and ensuring availability as necessary.

  • Maintains knowledge of current trends and developments in the field by attending professional development.

  • Display a high level of effort and commitment to performing work; creates and maintains a strong team orientation; operates effectively within the organizational structure; demonstrates trustworthiness and responsible behavior.

    Required Education and Experience: Bachelor’s degree in business, finance, or accounting from an accredited college or university; or three years of demonstrated grant or contract oversight experience may substituted for a degree; or juris doctor degree from an accredited law school.

    Knowledge, skills, and abilities:

  • Knowledge of generally accepted accounting theories, principles, methods, practices and terminology.

  • Knowledge of state and federal grants procedures and reports.

  • Knowledge of fundamentals of budgeting and accounting as applied to public administration.

  • Ability to interpret rules and regulations.

  • Ability to review and evaluate grant applications and plans, including budgets, for compliance with program requirements.

  • Demonstrated curiosity in technological innovations.

  • Knowledge of statistical analysis methods.

  • Demonstrated excellent written and oral communications abilities and strong interpersonal and analytical skills.

  • Ability to establish and maintain effective relationships with judicial branch staff as well as external and internal stakeholders.

  • Demonstrated ability in brainstorming and developing creative solutions to organizational problems.

  • Ability to do some overnight travel.
