The Project Engineering Manager is the single point of accountability for the end-to-end execution of assigned capital projects up to $10M and supporting the daily business in the meantime.

Working with leadership, technology, maintenance, operations, engineering, safety and quality, the Project Engineering Manager is accountable to the site/business unit for capital projects implementation and status reporting, and responsible for optimal utilization of site team/external engineering ensuring proper deployment of design resources, compliance with site and corporate work processes.

Your Responsibilities will include:

  • Ensure alignment with business and functional direction, request staffing support, seek assistance with issue resolution, make strategic project decisions and provide status updates, throughout execution of the project.

  • Provides leadership for an effective and cohesive team by ensuring roles and responsibilities are clearly understood, team member workloads are reasonable, cross-function communications are adequate, and personality conflicts are managed, for owner and contract members. Engages outside consultants when needed to support the team.

  • Ensures the Front-End Loading (FEL) process is followed consistent with the business needs, all required FEL deliverables are accomplished in a quality manner and leads the project gatekeeping reviews.

  • Leads the team in identifying non-cap alternatives or lower capital options, following best practices, evaluating scope options, conducting risks analyses, and developing mitigation plans.

  • Engages with Sourcing organization early during FEL to align on Contracting and Procurement strategies.

  • Ensures excellence in adherence to PSM, SHE, Sustainability, MIQA, export controls and trade secrets principles, and other core value standards, processes and procedures.

  • Prepares funding requests, forecasts capital and non-cap expenditures and asset write-offs, and ensures necessary financial reporting and accounting is performed.

  • Ensures site personnel are staffed and prepared for commissioning and start-up of the new facilities, including training, procedure updates, maintenance records updates, etc.; ensures schedules are aligned with supply chain and operations/maintenance needs, to determine when outages are available if necessary.

  • Safe execution of all field construction activities leveraging, when needed, Construction Management through Engineering contractors.

  • Defines and analyzes Key Performance Indicators to ensure overall performance expectations for the project are met and communicates results to the steering team and appropriate functional leaders.

  • Champions the “no change” concept and ensures only changes consistent with the business and project objectives are approved.

  • Provide technical support and process safety guidance to daily plant operations. Identify continuous improvement opportunities and implement sustainable solutions.

Job Requirements

Your Qualifications:

  • Degree in Engineering (Chemical or Mechanical preferred).

  • Previous project management experience (5 years minimum, 10+ years preferred).

  • Knowledge of CAPEX process and process improvement principles (lean, PDCA, DMAIC)

  • Knowledge of process safety aspects (HAZOP, PHA, LOPA, LOC, ATEX, BRZO, Hygienic design (EHEDGE), HACCP, GMP, MoC, etc)

  • Fluent spoken and written Dutch and English are required.

  • Excellent knowledge of process safety and/or sustainable energy solutions.

  • Experience in the process- or food industry is required.
