Duties Description The Health Systems Specialist 1 (EMC) - State EMS Task Force Captains - provide leadership and operational oversight for the State EMS Task Force, ensuring the readiness, coordination, and deployment of personnel and resources during emergencies, disasters, and large-scale planned events. These positions play a critical role in directing field operations, managing EMS response efforts, and working alongside local, regional, and state agencies to integrate EMS capabilities into broader emergency management strategies. Captains actively lead teams in dynamic, high-pressure environments, ensuring operational effectiveness while also providing guidance and mentorship to EMS Task Force personnel. This role requires strong leadership, adaptability in complex incidents, and the ability to coordinate multi-agency medical response operations across various jurisdictions. Major duties include:EMS Task Force Operations & Resource Management (30%): Manage day-to-day operations of EMS Task Force services, including Regional Paramedic Units, Special Operations Units, and contracted ambulance and critical care strike teams; Oversee the deployment and management of personnel, equipment, and vehicles to ensure effective response readiness; Evaluate EMS Task Force operations to ensure efficiency, effectiveness, and compliance with standards and protocols.Emergency Response Coordination & Interagency Collaboration (25%): Direct EMS Task Force activities during large-scale emergencies and disasters, ensuring optimal resource utilization; Maintain effective communication and partnerships with local, regional, and state agencies, healthcare facilities, and emergency management organizations; Build and sustain relationships with key stakeholders to enhance EMS Task Force capabilities and response integration.Policy Development, Compliance, & Continuous Improvement (20%): Assist in developing, reviewing, and enforcing policies and procedures related to EMS Task Force operations; Ensure all EMS Task Force operations align with state and federal regulations, as well as internal policies; Identify and implement improvements to optimize EMS Task Force service delivery.Training, Professional Development, & Knowledge Advancement (15%): Develop and coordinate training programs to ensure EMS personnel maintain critical skills and readiness; Facilitate continuous learning opportunities and skill-building initiatives for EMS Task Force personnel; Stay informed on industry advancements and incorporate best practices into training and operations.Administration and Staff Services (10%): Collect, assess, and report EMS Task Force operational data to track trends and drive improvements; Maintain accurate and timely records of EMS activities, incidents, and compliance reports; Represent the EMS Task Force at meetings, conferences, and public events, and participate in community education initiatives; Perform additional tasks, projects, or responsibilities as needed to support the EMS Task Force’s mission and operational needs.

Minimum Qualifications New York State DOH Emergency Medical Technician-Basic (EMTB), or Advanced EMT – Intermediate (AEMT-I) certification AND four years of administrative experience in an EMS program including work as a professional EMS planner; county or regional emergency medical administrator/coordinator, administrator or officer position with an ambulance squad, or EMS educator or trainer.Substitution: EMS experience in an ambulance service, or advanced life support first response service, may be credited on a month-to-month basis for up to two years of the required experience. College study may be substituted for up to 2 years of the required experience at the rate of 30 credit hours for 1 year of experience.Preferred Qualifications: Certifications / Licenses: New York State DOH Paramedic certification; Completion of the following FEMA Incident Command System (ICS) courses: ICS-100, ICS-200, ICS-300, IS-700, and IS-800; Additional ICS/NIMS certifications such as ICS-400 or FEMA Professional Development Series (PDS). Certified Instructor Coordinator (CIC) or Certified Lab Instructor (CLI) to support EMS training and development initiatives.Experience: Minimum of four (4) years of experience in emergency medical services, emergency management, healthcare administration, or a related field, with direct involvement in EMS operations or emergency response coordination; Experience managing EMS response activities at a local, regional, or state level, including coordination with multiple agencies or jurisdictions; Supervisory experience overseeing EMS personnel, emergency response teams, or special operations units; Experience with large-scale emergency incidents, disaster management, or multi-agency coordination; Experience developing or implementing EMS policies, operational plans, or training programs.Knowledge / Skills / Abilities: Comprehensive knowledge of EMS operations, including deployment strategies, resource management, multi-agency coordination, and large-scale incident response; Strong understanding of NYS and federal EMS regulations, ICS/NIMS principles, and disaster management; Proven leadership and operational management skills, including supervision of EMS personnel, decision-making under pressure, and emergency response coordination; Expertise in planning, logistics, resource allocation, and performance monitoring to enhance efficiency; Strong analytical skills for assessing EMS data, identifying trends, and driving improvements. Excellent communication and stakeholder engagement skills, with experience in public representation, training delivery, and interagency collaboration.

Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.This posting will be used to fill multiple vacancies in Albany, Buffalo, Canton, Central Islip, Geneva, Herkimer, Hornell, New Rochelle, Saranac Lake and Syracuse.This position is part of the NYS HELPS program. No examination is required.
