DESCRIPTION:
The Code Enforcement Supervisor oversees the operations of the Code Enforcement Office under the supervision of the Development Services Director. Under administrative direction, the purpose of the position is to promote health, safety and welfare of the citizens of the City of Taylor through enforcement of the Public Nuisance, Property Maintenance, Neighborhood Preservation, Zoning, Sign and Environmental Codes. This position establishes work procedures, implements policies, and manages enforcement activities, emphasizing a resolution of violations in a cooperative manner. An employee in this classification also establishes and strengthens relationships with neighborhood leaders and concerned citizens. The supervisor is to review complaints and assist subordinates in developing recommendations to resolve any complaints concerning code violations. Position provides support and/or assistance to employees, the general public and property owners as necessary.
ORGANISATIONAL RELATIONSHIPS/ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Plans, schedules, supervise and evaluate code enforcement inspection personnel to ensure quality standards and timely completion of all inspections.
- Serves on call to respond to emergency situations and maintenance needs and may attend meetings on evenings and/or weekends related to community improvement projects; may make presentations or respond to questions regarding such activities.
- Conducts field inspections and issues courtesy written and/or verbal legal notices of code and regulation violations.
- Maintains appropriate records and files
- Interacts with City Attorney in preparation of code enforcement cases as needed
- Interacts with other City, County, and State agencies to enforce violations
- Interacts with general public in the enforcement of City Codes
- Establish and maintain cooperative working relationships with city officials and employees, the general public and representatives of other agencies toward the accomplishment of assigned projects
- Works effectively with a variety of staff, other governmental representatives, and the public; deal tactfully and courteously with the public and maintain composure in difficult and/or stressful situations.
- Supervises systematic site inspections of properties and structures within the City ensure compliance with all applicable City, State and Federal codes and regulatory requirements; enforces all aspects of the Citys codes and ordinances.
- Investigates code or ordinance non-compliant conditions on private property, public property and on business establishments.
- Reviews case documentation and incident report.
- Presents evidence in various legal proceedings.
- Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of:
- Principles and practices of the code enforcement process.
- Investigative principles, methods, and techniques, and case management principles for the purpose of preserving evidence and establishing documentation and audit trail for legal purposes.
- Geography, streets, and principle locations of the City.
- Computers, scanners, copy machine, fax machine, office procedures, politics, and diplomacy.
Skill in:
- Applying sound principles of independent judgment and discretion during inspection activities.
Ability to:
Effectively communicate and speak before public groups and respond to questions.
