The Risk BCBS 239 Manager is a strategic professional who stays abreast of developments within own field and contributes to directional strategy by considering their application in own job and the business. Recognized technical authority for an area within the business. Requires basic commercial awareness. There are typically multiple people within the business that provide the same level of subject matter expertise. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Significant impact on the area through complex deliverables. Provides advice and counsel related to the technology or operations of the business. Work impacts an entire area, which eventually affects the overall performance and effectiveness of the sub-function/job family.

The Risk BCBS 239 Manager is a key contributor to the governance and oversight function of the Citi BCBS 239 (Basel Committee on Banking Supervision) compliance framework across Citi. This role will report to and work with the team and Head of Citi BCBS 239 to operationalize and establish the process for monitoring BCBS 239 compliance against the framework. The framework covers all BCBS 239 principles across governance, technology, data and reporting and sets an effective process and control structure to meet senior management and regulatory expectations. This role is expected to work closely with regional BCBS 239 committees, risk reporting, finance and regulatory reporting, and business/functional/regional Chief Data Officers (CDOs).

Responsibilities:

  • Contribute to the Implementation of a governance model and oversight function to ensure successful adoption of Citi-wide BCBS 239 framework.

  • Operationalize the monitoring and reporting of BCBS 239 compliance across Risk and Finance at the consolidated, regional and country-specific levels.

  • Perform independent quality assurance validation, challenge and testing of BCBS 239 compliance outcomes

  • Ensure the risk and control self-assessment is designed and operating effectively to produce meaningful content

  • Creates content for executive management, committee, and Board reporting

  • Has the ability to operate with a limited level of direct supervision.

  • Can exercise independence of judgement and autonomy.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:

  • 5-8 years experience at global bank or related firm.

  • Previous experience in risk management and/or regulatory reporting, data management. Risk and controls / audit experience a plus.

  • Experience in developing Tableau dashboards and process automation, Excel, VBA, SQL / programming a plus

  • Excellent collaboration and communication skills with the ability to work across reporting teams and functional stakeholders.

  • Excellent critical thinking skills, with the ability to synthesize complex situations/processes into succinct and effective solutioning opportunities; and to identify gaps, overlaps and synergies

  • Practical, problem-solving, solutions-driven mindset

  • Strong communication skills.

Education:

  • BS degrees in business, finance, economics, engineering, computer science or other analytically intensive discipline

  • CPA, FRM or CFA designations or experience with controls testing, transaction testing, audit and/or quality assurance testing a plus.

$113,840.00 - $170,760.00
