    POSITION DESCRIPTION:

    Provides technical assistance regarding the recruitment and selection process to managers and supervisors in compliance with state and federal regulations, Department of Management Services (DMS) and Department of Veterans Affairs (DVA) rules, collective bargaining agreements, established agency policies, procedures, and DMS guidelines. Develops, updates, and maintains templates for appointment letters and onboarding packets. Performs outreach to hiring managers and their administrative staff once a request to advertise is received by the Human Resources Office, to offer guidance for ensuring a more efficient and compliant recruitment and selection process. Provides hiring managers with all available resources and ensures all hiring questions are answered. Reviews all Central Office (CO) hiring/appointment packages to ensure they are complete and recommends approval to management. Reviews the Veterans’ Preference Eligible Applicant (VPEA) forms to confirm sufficient documentation and justification is received.

    Serves as Personnel Action Request (PAR) approver for CO actions.

    Coordinates with the CO Benefits and Retirement Coordinators to process and complete PARs on appointments, pay changes, separations, Leave Without Pay (LWOP) and Org Management synchronization. Develops and maintains standard language for PAR justifications. Ensures entries are made correctly and in a timely manner. Coordinates pay actions with CO Classification Analysts. Ensures proper documentation is placed in the employees’ personnel file. Processes dual employment requests as needed.

    Assists with the review of all CO job postings to ensure compliance with all state and federal regulations, DMS and DVA rules, applicable collective bargaining agreements, established agency policies, procedures, and DMS guidelines. Assists and assigns requisitions in the People First Talent Management module as required. Assists hiring managers with developing qualifying questions and determining other appropriate selection criteria. Assists in the advertising of executive level management positions. Screens applicants and prepares applicant packages as requested.

    Reviews proposed statute and rule changes and provides comments related to recruitment, selection, and appointment processes. Ensures desk processes and procedures are updated and maintained. Ensures all recruitment, selection, and appointment processes and procedures are updated and in compliance with all state and federal regulations, established agency policies, procedures, DMS and DVA rules. Also ensures that updated information is provided to Department managers, supervisors, and human resources staff.

    Prepares onboarding documents based on the appointment type. Schedules appointments and meets with CO new employees’ during the on-boarding process, ensuring all necessary documentation is provided and accurate. Develops and/or updates onboarding forms and processes. Reviews authorization to work documents and certifies employment eligibility in the E-Verify System as required for all new CO employees of the Department.

    Coordinates payroll activities with CO staff, the Classification and Recruitment section and Benefits and Retirement Coordinators. Coordinates payroll issues with the Office of the Comptroller. Monitors probationary period dates. Works with supervisors to ensure documents are received for processing in a timely manner and in accordance with Rule 60L-35, Performance Management System, Florida Administrative Code. Maintains a list of employees with protected identity status and handles the entry of public records exemptions in People First.

    Assists in the development of quality assurance reviews (QAR) related to Request for Pay Action (RPA) packages, proposes an RPA QAR schedule to HR leadership by May 1st each year for the upcoming fiscal year, for proposed travel to districts, as needed, and anticipated budget needs. Conducts quarterly RPA QARs in accordance with approved QAR Schedule. Generates reports to conduct quality assurance audits of PARs to ensure the integrity of all personnel actions input into the People First System.

    Coordinates and handles the background screening process, to include review of driver license records and criminal history records, when applicable. Communicates with the General Counsel’s Office on any unsatisfactory background screening results and exemptions from disqualification of employment. Tracks FBI Criminal Justice Information Services (CJIS) certification and renewals for statewide HR staff.

    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of the state personnel system (SPS), statutes and rules on recruitment and selection, appointments, separations, payroll and leave and attendance. Knowledge of the People First System. Knowledge of payroll processing. Skilled in advising management and supervisors on sensitive issues. Skilled in the Microsoft Suite of programs to include Word, Excel, PowerPoint, and Outlook. Skilled in customer service techniques. Ability to analyze and interpret state personnel rules. Ability to communicate effectively both orally and in writing. Ability to complete tasks in a timely manner. Ability to organize and maintain records. Ability to work with confidential information with discretion. Ability to present information to large audiences. Ability to manage multiple projects at the same time. Ability to work well with others to complete assignments.

    OTHER JOB RELATED REQUIREMENTS:

    This position requires a Level II background check. Obtain and maintain CJIS certification. Occasional travel is required.
