Requirements:

    Overview:

    This full-time career service position is based out of the Florida Fish and Wildlife Conservation Commission's (FWC) Florida Youth Conservation Centers Network (FYCCN) office in Tallahassee. The successful candidate will join a dedicated team that works to create the next generation that cares about conservation. FYCCN has numerous conservation centers, a team of regional coordinators, the Project WILD program, and hundreds of partners who work together to support youth in conserving Florida’s fish and wildlife. We support the delivery of summer camp programming and year-round school field trips which embody the four pillars of the FYCCN: Shooting Sports, Ethical Angling, Boating, and Wildlife Discovery.

    Experience:

  • 6 years of professional experience in office management, purchasing, budget, personnel, or an agency program area,OR

  • Substitution of a bachelor's degree from an accredited college or university and two years of professional experience in office management, purchasing, budget, personnel, or an agency program area,OR

  • Substitution of a master's degree from an accredited college or university,OR

  • A doctorate from an accredited college or university can substitute for the required experience.

    The ideal candidate will have high emotional intelligence, good listening and writing skills, and the ability to multitask at a high level. Persons with a working knowledge of State Contract or Purchasing Management and associated programs such as FACTS, FLAIR, MyFloridaMarketPlace (MFMP), P-Card Works, Statewide Travel Management System (STMS), and Office suite software are encouraged to apply.

    Description of Duties:

  • This office manager position in the FYCCN Director's office will support a statewide team with their purchasing, travel, budgeting, and hiring needs. The incumbent understands customer service and public administration principles, including planning and monitoring financial and budget issues related to managing the FYCCN.

  • Interprets statutory and agency rules, regulations, and policies to accomplish activities and ensures compliance which requires in-depth knowledge of agency principles, policies, and procedures.

  • Manages and administers FYCCN budget in cooperation with the FYCCN Office Director; analyzes previous fiscal year allocations and requests the appropriate budget amount to cover current year needs.

  • Approves purchases; coordinates and monitors OPS, OCO, FCO, and expense allotments; analyzes FLAIR reports; coordinates with staff to resolve coding, expenditure, or encumbrance issues; requests budget adjustments to ensure spending remains within authorized limits; and evaluates and implements cost-saving measures relating to FYCCN.

  • Prepares contracts, bids, and purchase orders and routes accordingly.

  • Manages and coordinates personnel paperwork; performs background checks in compliance with state/federal laws and regulations; initiates PARs; assists with employee appraisals; and monitors /approves timesheets for assigned personnel.

  • Supervises up to 5 staff.

  • Conducts periodic meetings to inform FYCCN staff about new or revised policies and procedures related to purchasing, information technology, customer service, property, and personnel management.

  • Maintains communication with the Fish & Wildlife Foundation of Florida (FWFF) to ensure proper payment of FYCCN expenditures.

  • Administrative Duties: Attend staff meetings, complete and submit required reports, participate in professional development courses, and complete timesheets in a timely and thorough manner. Ensure that files and documentation are complete, accurate, and confidentially maintained; perform other duties as required.

    Knowledge, Skills, and Abilities:

  • Knowledge of state purchasing rules, contracting procedures and state accounting system;

  • Knowledge of MFMP, Works, STMS and FLAIR;

  • Knowledge of administrative and standard office principles, policies, and practices;

  • Skilled in using Microsoft Word, Excel, Teams, Outlook, and PowerPoint;

  • Ability to compile, collect, and organize data;

  • Ability to organize and coordinate work assignments;

  • Ability to work independently and finish tasks promptly;

  • Ability to analyze and solve problems;

  • Ability to communicate effectively both verbally and in writing;

  • Ability to establish and maintain effective working relationships;

  • Ability to understand and apply applicable rules, policies, and procedures.

  • Is highly organized and able to keep accurate and complete records.

    Position Requirements:

  • Possess and maintain a valid Florida Driver License.

  • Statewide travel is required to perform the duties of this position (1-25%).

  • May require work time outside of regularly scheduled hours over 40 hours per week, including evenings and weekends.

  • Must be a Florida Certified Contract Manager or obtain certification within six months.
