Deputy Director of Programs and Re-Entry

This advertisement is for a SES position located in Tallahassee, Florida.

Salary Range: $120,000 - $125,000 annually

The Florida Department of Corrections (FDC) is the third-largest state prison system in the country, with approximately 80,000 inmates incarcerated and nearly 146,000 offenders on community supervision. The Office of Programs and Re-Entry (OPR) provides evidence-driven programs, and services to assist inmates and offenders in rehabilitation and reintegration into their communities.

Reporting to the Director of Programs and Re-Entry, the Deputy Director of Programs and Re-Entry (OPR) will be instrumental in the expansion of education and workforce development for FDC’s inmate and offender population. This position will work collaboratively with internal and external partners to change how we operate re-entry programs statewide, in order to ensure FDC can make the greatest impact for public safety and reducing victimization.

The ideal candidate should have a passion for improvement, who is interested in taking a holistic view of how Florida operates correctional education and programs.

OPR is divided into four bureaus, employs approximately 1,000 employees and contractors, and provides services and support to every correctional facility statewide:

  • Bureau of Education

  • Responsible for the administration of academic and career and technical education, library services, specialized population programming and transition services.

  • Bureau of Program Development

  • Designs, implements, and trains staff to conduct risk and needs systems and conduct program fidelity monitoring, program analysis, and program categorization.

  • Bureau of Substance Use Treatment

  • Responsible for institutional substance use treatment and services that assist in the transition period between incarceration and return to community. These services include Re-Entry institutions, community based behavioral health and substance use disorder programs, volunteer programs, and other release services.

  • Bureau of Chaplaincy Services

  • Provides for the spiritual needs of inmates and offenders, coordinates religious education, provides a variety of religious activities.

    SPECIFIC DUTIES AND RESPONSIBILITIES:

    The Deputy Director of the Office of Office of Programs and Re-Entry (OPR) will provide oversight and organization to one of the agency’s most important sections. The nature of the work requires daily coordination and frequent travel as programs expand statewide. The Deputy will be a critical part of the day-to-day success of the agency’s initiatives and programs.

    The Deputy Director will help create a strategic approach to FDC’s academic and vocational program resources. The duties of this position include, but are not limited to, the following:

  • Confers with and advises the executive leadership team and department heads on program issues, policies, procedures, and rules.

  • Directs the research, design, development, budgeting, program standards and compliance, implementation and evaluation of substance abuse program services and re-entry programs, specialized community-based programs, specialized offender services, transition services, chaplaincy and volunteer services programs for offenders in institutions and under community supervision.

  • Directs the development of ongoing enhancement of all offender programs to enable the department to project, with acceptable accuracy, the needs of offenders.

  • Coordinates research with outside agencies, universities, and criminal justice professionals.

  • Assists with drafting and monitoring correctional program legislation and correctional program objectives.

  • Manages the planning, development, budgeting, program standards, monitoring and evaluation of programs for inmates and offenders.

  • Coordinates and monitors the allocation of contract services and delivery on contract services.

  • Represents the department in meetings, hearings, and task forces, both internal and external to the department, including legislative, administrative, and community forums.

  • Directs appropriate research and implementation of program innovations. This includes the development of funding sources and grants as well as the adoption of technology for more efficient use of resources.

  • Manages and directs program goals and procedures on an ongoing basis the effectiveness and delivery of offender services.

  • Monitoring and oversight of personnel actions involving Bureau Chiefs and Office of Programs and Re-Entry Staff. Leads all recruiting and retention activities to assist in keeping all OPR positions fully staffed.

  • Serves as an essential staff member for the Office of Programs and Re-Entry, providing leadership and direction, while also ensuring that all staff are held accountable.

    PREFERRED QUALIFICATIONS:

  • A bachelor’s degree or higher in an appropriate discipline from an accredited institution

  • Ten (10) years of related educational, programs or correctional experience

  • Demonstrated administrative leadership capabilities, as evidenced by documented job experience.

  • Five (5) years of progressive supervisory and/or managerial experience

  • Experience in organizational team management.

  • Experience and vision to lead large-scale strategic efforts.
