Responsibilities
Responsible for successful planning, execution and delivery of IC installation or upgrade projects, ensure that all project objectives are met within the scope, on time and within budget.
Provides leadership and is responsible for project direction through successful performance of a variety of detailed, and diverse elements of project management tasks.
Directs completion of tasks within estimated timeframes and budget constraints.
Schedules and assigns duties to subordinates and ensures assignments are completed as directed.
Interfaces with Government representatives and reports to the Program Manager on project progress/status and various issues or problems.
Manages the day-to-day activities for a moderately complex Technical or non-technical project.
Manages the administrative/operational leadership of a project within the program guidelines set by the Program Manager and customer.
Monitors project to ensure work scope, schedule, and budget are well defined and maintained.
Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
May conduct performance/project analyses to benefit future/other projects/missions/programs.
Comprehensive knowledge of the field's concepts and principles.
Leads and directs the work of other employees and has full authority for personnel decisions.
Administers departmental policies and procedures, evaluates results and performance, and assists with the development of new or modified budgets, strategic plans, or policies.
Reviews drawing for current assigned task.
Works with Resource Manager to ensure proper personnel are assigned to task.
Works with ship to determine boundaries of the task.
Leads team in daily brief.
Reviews drawings for material, tracks material and inventories material when received prior to the start of the task.
Tracks progress of the task using Microsoft project.
Manages working hours to keep job on track and within budget.
Maintains and updates Technical Work Instruction (TWI).
Stops work and seeks guidance when TWI instructions are unclear, drawings or work step instructions conflict with existing conditions, non-destructive and system tests fail to meet acceptance criteria, required qualified worker is not available.
Submits daily reports and Objective Quality Evidence (OQE).
Submits Condition Reports (CRs) as needed to document issues in configuration, workability of the TWI, and growth in scope and does not proceed with work until Planning has answered the CR.
Provides feedback to Program Manager, Government Reps, OSICs.
5 years of experience with operation, installation, repair, modification and maintenance of Naval HM&E or Electronic systems and equipment.
3 years of experience in the supervision of technical support for Alteration/SC installation, maintenance and repair of HM&E ship systems.
Researches, develops, designs, tests, and evaluates electrical components, equipment, and systems, applying principles and techniques of electrical engineering.
Designs electrical equipment, facilities, components, products, and systems for commercial, industrial, and domestic purposes. Designs, and may direct engineering personnel in, fabrication of test control apparatus and equipment, and determines methods, procedures, and conditions for testing products.
Performs work under general supervision. Handles moderately complex issues and problems and refers more complex issues to higher-level staff. Possesses solid working knowledge of subject matter.
Qualifications
Bachelor's degree with 4 plus years' experience in Alteration Installation, Or 10 plus years' experience as a Shipboard Installation Project Manager.
Ability to obtain and maintain a Secret clearance.
May be required to travel for work to other locations.
Must be able to successfully pass a criminal background check.
Must possess advanced computer skills to enter data into different databases.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
Ability to communicate with OSIC and government officials.
Must have the ability to read and interpret blueprints, sketches, written technical instructions and manuals.
Must possess working knowledge of shipboard systems operating requirements.
Must be familiar with welding procedures.
Must be familiar with electrical procedures.
Must be able to read and understand material safety data sheets (MDS).
Able to follow safety procedures.
Preferred Qualification:
- Active Secret Clearance.
Physical Demands:
While performing the duties of this job, the employee is required on a regular basis to stand, walk, sit, use hands, reach with hands and arms, climb, balance, stoop, kneel, crouch, crawl, talk and/or hear.
Frequently the employee is required to carry objects that might weigh up to 50 pounds
