The Principal Business Systems Analyst (BSA) is responsible for supporting projects and initiatives which will include, application development, business process development and improvement, application support, systems administration, business intelligence, customer adoption support, and others. In addition to coordination and oversight of technical tasks during the execution phase of the project, the Principal Business Systems Analyst will be responsible for gathering and documenting customer requirements by interviewing and understanding customer needs. Additionally, this will be a position of responsibility where you will act in a lead role for specific projects and will exercise some control over the work product of others for those projects during the life of the project.
Our ideal candidate will have a strong understanding of both IT practices and terminology in order to be knowledgeable enough to know when to raise questions in order to correctly drive the project execution tasks to completion. Some of the daily opportunities include:
Creating and justifying the business case, identifying stakeholders, and analyzing and interpreting customer’s or business need to determine high-level project and product requirements.
Recommends changes to business analysis and project management policies, processes, templates and standard operating procedures.
Analyzing and understanding project scope and objectives based on discussions with stakeholders.
Eliciting business requirements from project sponsors and stakeholders through research, focus groups, interviews, process flow creation, surveys, or other methods.
Validating, prioritizing, and organizing requirements.
Preparing documentation throughout the requirements gathering phase, including deliverables like Vision and Scope Reports, Requirements Work Plans, Business Requirements Documents, Use Cases, Process Flows, Technical Specifications or Functional Design Documents. Ensuring documents can be understood by business users and development teams alike.
Identifying test and use cases and developing plans for incorporating those test cases into the functional specifications and the overall testing plan.
Coordinating staff assignments across a matrix supervisory environment.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.
This is a skills-based job announcement. The required minimum qualifications and/or
education (if substituting for the proven experience, knowledge, and skills), are as follows:
Minimum Qualifications:
A minimum of five (5) years of professional experience as a business analyst in progressively complex assignments managing the requirements for software application development, service delivery, or related experience.
Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications:
Previous Government experience.
Familiarity with a variety of software development methodologies and environments such as Agile, Waterfall, Cloud etc., and a strong understanding of the suitability of these for certain services and solutions.
Excellent relationship-building and management skills, strong orientation toward collaboration and communication, and ability to earn trust and respect from a wide customer base.
Demonstrated understanding of application design, development, testing, integration and support.
Ability to work with peer organizations to translate IT processes and tool strategies to support the day-to-day work efforts of the individual departments, driving towards greater efficiencies and higher quality deliverables.
Proven ability to operate, deliver, and succeed with a geographically dispersed customer base and technical partners.
Proven aptitude for time and task management.
Conditions of Employment:
OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
This position may require on-call duties as needed by the position.
Supplemental Information
If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.
While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
